Title : BPPA plans to build skilled workforce in public procurement at ministry level

Faced with a shortage of officials well-versed in public procurement across ministries, the Bangladesh Public Procurement Authority (BPPA) is planning to develop a skilled government workforce through training of ministry officials.

Mr. S. M. Moin Uddin Ahmed, Chief Executive Officer (CEO) of the BPPA, shared this plan during a workshop with national procurement trainers held at the BPPA on 26 October 2025. The workshop focused on developing a revised curriculum for training on public procurement management, aligned with the newly effective Public Procurement Rules (PPR), 2025.

Mr. Shirajun Noor Chowdhury, Secretary, Implementation Monitoring and Evaluation Division (IMED), attended the event as the Chief Guest. He observed that limited understanding of procurement processes at the ministry level remains a key challenge. “Two major factors delay project implementation- land acquisition and weaknesses in public procurement,” the Secretary remarked.

Seeking cooperation from the national trainers to strengthen procurement capacity across ministries, the BPPA CEO announced that the Authority plans to extend the duration of its current three-week training program to four weeks, as physical services have now been recognized in the new PPR, 2025 as a separate procurement category requiring its own module.

“We will also extend the existing five-day e-GP training to six days to include a stronger focus on contract management, particularly through the e-CMS system,” Mr. Moin Uddin added.

He further said that BPPA aims to involve officials from various ministries in its ongoing procurement management training programs. If national trainers express interest, BPPA will also organize dedicated e-GP training sessions for the trainers.

In addition, BPPA plans to conduct orientation programs for high-level policy officials on public procurement issues in two phases.

Mr. Shah Eyamin-Ul Islam, Director of BPPA and national procurement trainer, delivered a detailed presentation on the PPR, 2025, highlighting major changes, newly introduced rules, and schedules.

The workshop, attended by 23 national trainers, was the second of its kind, following a similar session on 20 October 2025 that brought together 26 trainers. BPPA currently maintains a pool of 73 national procurement trainers who play a vital role in capacity building and policy dissemination.
