Mirza Ashfaqur Rahman
Mr. Mirza Ashfaqur Rahman was appointed as the Chief Executive Officer (CEO) of the Bangladesh Public Procurement Authority (BPPA) on November 3, 2024. Prior to this, on August 20, 2024, he was designated to lead BPPA and appointed as the Project Director for the “Digitizing Implementation Monitoring and Public Procurement Project (DIMAPPP),” currently underway at BPPA.
Mr. Rahman, a distinguished member of the 17th BCS (Administration) cadre, brings over 26 years of dedicated service to the Government of Bangladesh across various departments. His extensive career includes significant roles within the Bangladesh Planning Commission (Education Wing), Implementation Monitoring and Evaluation Division (IMED), General Economics Division, and particularly in the Economic Relations Division under the Ministry of Finance. He also served as an Aid Analyst with the United Nations Development Programme (UNDP) for about five years, where his expertise in foreign aid management was instrumental. In these roles, he has driven multiple foreign-funded initiatives as both Deputy Project Director and subject-matter expert.
An alumnus of Jahangirnagar University, Mr. Rahman holds both Bachelor’s and Master’s degrees in Economics. He further enhanced his qualifications with a Postgraduate degree in Public Policy from the National Graduate Institute for Policy Studies (GRIPS) in Japan. Committed to continuous professional development, he has participated in numerous training programs and international seminars focused on public procurement and governance.
Mr. Rahman’s career has also provided him with valuable international exposure. He has engaged with professional counterparts and experts across the United States, Japan, Spain, Belgium, Hong Kong, China, Cambodia, Indonesia, Thailand, Russia, South Korea, India, UAE, the Philippines, Malaysia, Singapore, and Saudi Arabia.
His core areas of expertise include foreign aid management, project planning and management, and public finance management, with a distinct focus on enhancing public procurement systems in Bangladesh.
Beyond his professional accomplishments, Mr. Rahman is a devoted family man, blessed with a son. His career reflects his commitment to modernizing public procurement and strengthening Bangladesh's public finance management.
