Mr. Md. Kamal Uddin, Secretary, Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning, has underscored the importance of applying one’s conscience in acquiring and use of knowledge, particularly in the domain of public procurement in Bangladesh.

He made these remarks while speaking as the Chief Guest at the Open Forum, Closing, and Certificate Awarding Ceremony for the third batch of the three-week residential training on Public Procurement Management, held on 15 July 2025 at the permanent campus of the Engineering Staff College Bangladesh (ESCB) in Gazaria, Munshiganj.

Mr. S.M. Moin Uddin Ahmed, Chief Executive Officer (CEO) of the Bangladesh Public Procurement Authority (BPPA), IMED, Ministry of Planning, attended the event as the Special Guest.

Also present were National Procurement Trainer and Director (Joint Secretary), BPPA, Mr. Md Mahfuzar Rahman MCIPS, and Director (Deputy Secretary), BPPA, Mr. Shaikh Muhammad Refat Ali.

In his address, the Secretary stated, “Falsehood must be rejected, and truth must be embraced. One must remain steadfast in upholding justice.”

Highlighting the significance of professional training, the CEO remarked, “This training enhances confidence in procurement policy. Every use of public funds must be prudent, and proper training paves the way for good governance.”

The third batch of residential training began on 28 June 2025, with 30 officers participating from various government procuring entities, including two women officers.

The three-week training program on public procurement management has been ongoing at both the city and Gazaria campuses of ESCB since its inception on 8 February 2025. While residential sessions are held at the Gazaria campus in Munshiganj, the non-residential sessions are conducted at the ESCB city campus in Ramna, Dhaka.

This intensive training initiative is part of BPPA’s continuous efforts to strengthen public procurement practices nationwide. The program aims to foster transparency, efficiency, and professionalism in the public procurement system.

So far, 12 non-residential and 3 residential training courses have been completed. Under the agreement between BPPA and ESCB, which remains effective through December 2025, a total of 11 residential and 30 non-residential training courses are scheduled to be conducted.
