Description | : | The first meeting of the Board of Directors of the newly-established Bangladesh Public Procurement Authority (BPPA) was held at the conference room of BPPA at Sher-e-Bangla Nagar in Dhaka on 7 December 2023. Chair of the Board Mr. M A Mannan MP, Honorable Minister, Ministry of Planning, presided over the meeting. Vice-Chair of the Board Mr. Abul Kashem Md Mohiuddin, Secretary, Implementation Monitoring and Evaluation Division, was present while the Member-Secretary, Mr. Mohammed Shoheler Rahman, assisted the Chair in conducting the meeting. Government can, if necessary, reduce or increase the number of Board members. Representatives nominated to the Board from Finance Division, Planning Division, C & AG and Legislative & Parliamentary Affairs Division, IMED and one representative nominated by FBCCI, were present in the first meeting of the Board. With an aim of delivering better service and further improvement in public procurement environment in the country, the government has transformed the Central Procurement Technical Unit (CPTU) into BPPA. On July 5, 2023, the Honorable Minister of Planning placed the Bangladesh Public Procurement Authority (BPPA) Bill 2023 in the Jatiya Sangsad (national Parliament). After the Bill was passed on September 10, 2023, it received assent of the Honorable President on September 18 and the Bangladesh Public Procurement Authority Act 2023 was published for public information. In the first meeting, the Chief Executive Officer made a presentation on the BPPA Act and duties and responsibilities of BPPA. Members of the Board discussed issues of its organogram and financial arrangements. The meeting resolved to have an organogram and initiate process for financial arrangements for the Board. |
