Any Bangladeshi Tenderer shall meet the following eligibility criteria as a minimum to participate in the tender completion.
1. Minimum number of 05 (five) years of overall experience in similar works (ICT/Software Development related services.
2. Successfully completed minimum 02 (Two) works/ supply contract of minimum 01 (One) Crore under a single contract of ICT System within last 5 years in Govt./ Semi-govt./ Autonomous body/ Public Limited company of Bangladesh.
3. Following Specific experience in similar works and related services:
• Must have minimum 5 (five) years experience in Customized Software Development
• Must have experience of Customized Software Development, minimum value BDT 1.00 (One) crore - Software/system must be operational
• The Firm must be an ISO 9001 certified software company.
• Must provide up-to-date Trade License, Income Tax Clearance Certificate, TIN and VAT ,Registration Certificates, current Bank Solvency Certificate and Audit Report for the last 3 (Three) years.
• The firm must have Bangladesh Association of Software and Information Services (BASIS) and Bangladesh Computer Samity (BCS) membership (updated).
The firm must have at least BDT 0.80 crores as Liquid Asset (line of credit may be included) to carry out the project.

ITT 11.1(a)
The minimum number of years of general experience of the Tenderer in contracting industries in public sector as Prime Contractor/Sub-contractor/Management Contractor shall be 3 (Three) years.
ITT 11.1(b)
The firm must have experience of designing, developing and implementing at least 2 (two) software solutions for government or semi-government sectors where the software component value is minimum of Taka 0.80 (zero point eight zer) crore. System must be live and operational for which a current certificate to this effect must be provided.
ITT 11.1(c)
Condition for the Tenderer:
a) Minimum number of 3 (Three) years of overall experience in similar works (ICT/Software Development related services. (years counting backward from the date of publication of IFT in the newspaper)
b) Must have minimum 3 (Three) year experience in Customized Software Development
c) Must have experience of Customized Software Development, minimum value BDT 0.80 (zero point eight zero) crore-Software/system must be operational
d) The Firm must be an ISO 9001 certified software company.
e) Must provide up-to-date Trade License, Income Tax Clearance Certificate, TIN and VAT, Registration Certificates, current Bank Solvency Certificate and Audit Report for the last 3 (Three) years.

h) Must need to experience to develop any billing and payment gateway integration accounting software within the last 3 (Three) years. System need to live and operational.
i) Must need to have experience to develop and implement financial solution
j) Need to integrated with existing financial/Accounting Solution in CAAB
k) Should have minimum 15 (Fifteen) full time ICT Personnel having experience in System Analysis, Design, Development, Coding, Integration, Testing, QC, Training and Implementation of web-based application/software solutions. CVs with recent color photographs must be provided demonstrating the experience to maintain large scale solutions.
l) Bidder needs to present a technical demonstration of the proposed solution, working approach and methodology to the CAAB. This is part of the technical evaluation criteria
ITT 12.1(a)
The required average annual turnover of the Tenderer shall be at least of the amount of Tk. 0.60 (zero point six zero) Crore over the last 3 (Three) years.
