INFORMATION FOR APPLICANT

Experience, Resources and Delivery Capacity required: a) Eligible consulting firms to indicate there interest in providing the above mentioned services interested consultant must provide information indicating that they are qualified to perform the services (Brochures , description of similar assignment , experience of similar conditions, availability of appropriate skilled among staff, financial capability, physical facility, logistics etc). The expressions of interest (EOI) will be received on the basis of the following to prepare a short list. The pre-shipment inspecting firm must be internationally reputed and ISO certified.
b) The inspection firm shall have experienced and qualified and professional staffs in the relevant field to carry out properly the pre-shipment inspection for the materials/equipment as stated above.
c) Inspection companies must have branch offices in most of the important countries of the world and shall indicate number and category of employees directly employed by them on regular basis in those countries. The C.V. of the employees should be submitted.
d) The pre-shipment inspecting firm shall have laboratory facilities of metallurgical, mechanical, electrical and chemical tests for the materials/equipment or any others goods stated above. Details of which should be submitted.
e) The pre-shipment inspecting firm shall have non-destructive (NDT) facilities for the Railway materials/equipment/machinery or any others goods stated above.
f) The pre-shipment inspector shall have at least 3 (Three) years experience of working as pre-shipment inspector appointed by Government or non-government organization in home & abroad. In addition, the Firm must have at least 3 (Three) years experience in any international inspection.
g) The pre-shipment inspecting firm shall have the facilities in most of the countries to complete the inspection within the timeline as instructed by the purchaser.
h) The pre-shipment inspection firm shall have adequate physical and financial resources to carry out the pre-shipment inspection against different supply contracts communicated to them.
i) JVCA, formed according to Rule 54 of PPR-2008, will be encouraged.
j) The pre-shipment inspection firm shall submit documentary evidences in support of the requirements stated herein.
Other Details (if applicable): 1) The consulting firm shall be selected following PPA-2006 & PPR- 2008.
2) Expressions of interest (EOI) in three sets (one original & two duplicate) shall be submitted in the sealed envelope and delivered to the address of the undersigned. |

Brief Description of Assignment: 1. The selected inspecting firm shall be responsible for Pre-shipment inspection of all items of import to be made by Bangladesh Railway in accordance with terms and conditions of the respective purchase contract and applicable standards set out in the technical specifications, drawings, or any other standard approved by Bangladesh Railway and/or in accordance with reasonable decisions and instructions and orders as the BR may issue. The pre-shipment inspection shall include inspection, testing, acceptance, rejection, and supervision of loading, unloading, packing, handling, and providing rejection marks of the materials against different purchase contracts.
2. The items of import may include railway rolling stocks (carriage, wagon, locomotives, tank wagon), machinery, apparatus, articles, spare parts, tools and plant, accessories, electrical, mechanical and signaling materials/equipment, construction and transportation equipment, track materials and fittings, iron and steel sections, ferrous and non ferrous materials, oil and grease, chemicals, wooden sleeper, concrete sleeper and such other items as may be subsequently notified.
3. The responsibilities of inspection firm shall broadly be as follows:
* to ensure that the quantity and quality of the goods being purchased confirm to the specifications of the respective purchase contract. Quality inspection shall include both physical and laboratory test whenever necessary.
* to verify whether the finished products meet the contractual requirements with respect to material, visual appearance, dimensional accuracy, physical & micro structural requirements (if applicable), performance level, etc.
* to verify the provision of transit/export-worthy packaging on products,
* to witness shipping of goods in proper condition,
* to provide detailed clean inspection certificate, covering, chemical, mechanical, electrical properties, crack and internal flaw result (where applicable) shall be issued by the inspecting firm for each consignment/items inspected and accepted. |
