INFORMATION FOR TENDERER

| Eligibility of Tenderer : |
: |
I. The tenderer in case of JVCA, any partner shall have minimum of [5] years of overall experience in the role of contractor, subcontractor, or management contractor.
II. The tenderer or in case of JVCA, any partners shall have a minimum of 5 (five) years of overall experience in supply of Electrical/ IT/ Communication equipments or rendering IT/Network/Communication related services in any organization.Necessary supporting documents in English shall have to be submitted as evidence.The tenderer shall have local establishment or local representative having proper establishment in Bangladesh for providing instant services as and when required.
III. The tenderer shall fulfil the following requirements:
a) The tenderer or in case of JVCA, any partner shall have experience of satisfactory completion of similar works i.e. Design, Supply, Installation, Testing & Commissioning of Pre-Payment Metering System and related works and amounting to at least USD 6.5 million or equivalent under maximum 3 numbers of contracts within last 10 (ten) years, to be counted from the date of tender publication. Among these contracts, at least one contract shall be outside the country of the tenderer/JVCA partner if the tenderer/JVCA partner is not Bangladeshi. Necessary supporting documents in English shall have to be submitted as evidence.
b) The tenderers shall propose maximum 03 (three) smart meter manufacturers. Each of the proposed smart meter manufacturers shall have minimum 2(two) nos. performance certificate from any utility/client within last 05 (five) years out of which minimum 1 shall be from the outside the country of the manufacturer. Necessary supporting documents in English shall have to be submitted as evidence. If a tenderer proposes more than 03 smart meter manufacturers, employer shall evaluate the documents for only first 03 proposals. If first 03 manufacturers do not meet the requirements, the proposals of other manufacturers will not be evaluated further.
c) Each of the proposed smart meter manufacturers shall have satisfactory completion of supply of smart meter of minimum 50,000 nos. under a single contract during last 5 (five) Calendar years. Necessary supporting documents in English shall have to be submitted as evidence.
d) Each of the proposed smart meter manufacturers shall have minimum 1(one) no. performance certificate as evidence of integrating the smart meters with third party RF module/chip/NIC card with plug in facility. Necessary supporting documents in English shall have to be submitted as evidence.
e) Each of the proposed Smart meter manufacturer shall provide smart meter supply record for last 5 (five) years.
f) The tenderer shall furnish authorization letter for proposed Smart meters.
g) The tenderer or all partners in case of JVCA or manufacturers for smart meters shall have updated ISO9001 and ISO14001 certifications.
h) The tenderer or all members of the JVCA shall not have been debarred/blacklisted in any utility in Bangladesh or abroad. The tenderer shall submit a self-undertaking signed by its Authorized Signatories that the Tenderer or any of their sub-contractor has not been blacklisted/barred by any Govt. Organization or Regulatory Agencies in Bangladesh or abroad.
i) The tenderer or all member of the JVCA shall have positive Net worth/asset for last three (3) financial years. Audited financial statements for last three (3) financial years shall have to be submitted.
j) Type test report for smart meters from internationally reputed independent testing laboratory mentioned in section 6 shall be submitted.
k) The following samples shall be submitted with the tender to confirm the tender requirement: (a) 2 nos. single phase smart prepayment meter from each of the proposed manufacturers. (b) 2 nos. three phase smart prepayment meter from each of the proposed manufacturers.
l) Demonstration: Preliminary responsive Tenderers shall have to successfully present & demonstrate the functionality on the sample meters as per Technical Specification, given parameter list and OBIS code of Tender document. The respective preliminary qualified tenderer will be notified the date of presentation/demonstration at least 07 (seven) days ahead of the presentation/ demonstration. This presentation/demonstration will be a part of the technical evaluation. Without changing the sample meters, the tenderer may perform the demonstration with necessary firmware upgradation. The tenderers, who will fail to perform this presentation/demonstration on sample meters or whose presentation/demonstration will be unsatisfactory as per technical specification of tender requirements, will be considered Technically Non-responsive and their tender will be rejected and shall not be considered for further evaluation. The cost associated with this demonstration shall have to be borne by the tenderer.
IV. The average annual turnover of the tenderer shall not be less than 9.0(Nine) million USD for last three (3) financial years. Audited financial statements in English for last three (3) financial years shall have to be submitted.
V. The minimum amount of liquid assets or working capital or credit facilities of the Tenderer shall be 6.0(six) million USD. Audited balance sheets or other financial statements acceptable to the purchaser shall be submitted by the tenderer to demonstrate the current soundness of the tenderer’s position and its prospective long-term profitability & AS PER TENDER DOCUMENT. |
