INFORMATION FOR APPLICANT
|
| Brief Description of Assignment |
: |
The consultant’s duties and responsibilities will include but not necessarily be limited to the following:
a) Assist in Operation and Maintenance of 1,200MW (2 x 600MW) Ultra Supercritical Coal Fired Power
Plant;
b) Assist in Scheduled and Unscheduled maintenance of 1,200MW (2 x 600MW) Ultra Supercritical Coal
Fired Power Plant;
c) Assist the Employer with Spare parts and Materials inventory management, and recommend the
spare parts requirement;
d) Ensure achievement of the expected performance. In case of failure, the O&M Contractor shall
identify the root cause, propose corrective solutions, and provide assistance during implementation
of the solution;
e) Ensure compliance with all statutory requirements, including but not limited to requirements of
Department of Environment, Port Authority, Department of Communications, Power Grid Company
of Bangladesh, Bangladesh Power Development Board, etc.
f) Carry out training and transfer technology to Operation and Maintenance Personnel of CPGCBL so
that Owner staff can carry out the Operation and Maintenance independently by the end of this
Operation and Maintenance Contract;
g) Ensure obligations and commitments as per the agreement;
h) The O&M Contractor shall carry out administrative management and technical supervision of its own
works and ensure effective coordination between the Team Leaders of the Employer and the O&M
Contractor. |
| Experience, Resources and Delivery Capacity Required |
: |
A) The eligibility of the bidder in providing the services are as follows:
Technical Requirements:
i. The bidder shall have at least seven (7) years of experience in Operation and Maintenance of Thermal
Power Plant(s);
ii. The bidder shall have the experience for executing the full Operation & Maintenance Contract of
minimum 1x600 MW Coal Fired Power Plant;
iii. Bidder shall submit the End User Experience Certificate from Power Plant Owner (preferably O&M
experience);
iv. End User Experience Certificate of O&M with similar machine of the same OEM (STG-Toshiba and
Boiler- IHI) used in Matarbari Coal Fired Power Plant is preferable;
v. Bidder having License/ Authorization/ Recommendation from the OEM (STG-Toshiba and Boiler- IHI)
for performing the Operation and Maintenance services is preferable.
Financial Requirements:
i. The bidder shall have minimum average annual turnover of USD 5 million for the last three years and
minimum Liquid asset of USD 1.0 million.
B) EoI shall comprise the following documents:
i. Background of the Firm including general information (Company Profile);
ii. Legal Registration Certificate of the Firm [In case of a foreign firm operating through a local
entity or subsidiary in Bangladesh, the legal registration certificate documents of both the
parent company (original firm) and the local entity shall be submitted];
iii.General & Specific Experience of the Firm including area of expertise;
iv.Summary of similar completed/ongoing projects with contract details;
v. Financial capability of the Firm including audited financial reports for at least last three years;
vi.Summary of permanent professional employees with qualification and experience.
** Documents shall be submitted in English or with an English translation and all information shall be
submitted using the prescribed forms/formats available on the CPGCBL’s website.
C) Requirements for Joint Venture (JV) formation:
i. A bidder can be a consortium of maximum 03 (three) partners, collectively meeting the
technical and financial requirements;
ii. Lead Partner of the consortium shall meet at least 01 (one) technical requirement & 40% of the
financial requirement;
iii.Each partner of the consortium shall meet at least 25% of the financial requirement. |
