Comprehensive Supervision of Development Activities under the Project both BADC and DAE Part. The project areas are different mouzas of 40 (forty) upazila under five Districts (Cumilla, Brahmanbaria, Noakhali, Lakhimpur & Feni). The works like construction of culvert/water pass, re-excavation of khal/canal, construction of buried pipe line by using uPVC pipe & fittings for both irrigation & drainage purpose, installation of LLP, construction of seed godown, sunning floor, loading-unloading shed, repair & maintenance of existing fertilizer godown, renovation/transformation of seed storage, repair & maintenance of irrigation structure, irrigation equipment and hydraulic structures are included in the project.
The recruited consultants will be assigned to perform the following duties of the above-mentioned works-
1. Necessary survey of the land, where infrastructure will be built and collection of prevailing information of existing infrastructures as per client’s requirements.
2. Monitoring of construction and repairing sites for ascertain necessary requirements,
3. Providing necessary suggestions regarding of works implementing under 40 (forty) upazilas of 5 (five) districts,
4. Ensure Technical Quality and Compliance, Monitor Environmental and Social Safeguards Compliance & Contribute to Project Transparency and Accountability,
5. Have to submit inception report, monthly & quarterly progress reports, draft final/final report as required. |

The consulting firm shall have a general experience of at least 15 (Fifteen) years in consultancy services out of which at least 10 (Ten) years ‘of experience in survey & investigation, design, drawing, cost estimate, preparation of tender documents, tender management and construction, supervision of building/infrastructure govt. projects under govt./ Semi govt./ autonomous bodies. The EOI shall be evaluated on the basis of the following documents:
1. Background and establishment of the Firm(s),
2. General/Overall Experience of the Firm(s),
3. Experience in similar supervision works building/infrastructure/irrigation projects of compatible size, complexity,
4. Experience in other projects beyond building/Infrastructure,
5. Financial soundness of the firm and
6. Staffing and logistics of the firm.
7. The consulting firm should have following man-power to perform this job.-
i. At least one Team Leader having Masters in Agricultural/Civil/Water Resources Engineering having at least 15 years of experience on related field,
ii. One Irrigation and Drainage Specialist: Must have a Bachelors degree, preferably a Masters degree in Agriculture Engineering/Civil Engineering/ Water Resources Engineering having 12 years work experience,
iii. Environmental Specialist: Must have a master’s degree in Environment/ Environmental Engineering/ Geography/ Geology/ Agricultural Science/ Environmental Science having at least 10 years of experience,
iv. One Social & Gender Specialist: Must have a masters degree in Sociology/ Anthropology/ Gender Studies having at least 10 years of experience,
v. One Safeguard Specialist: Must have a master’s degree in Sociology/Agricultural Science/ Development Studies/ Anthropology/ Gender Studies having at least Minimum 10 years of experience in implementing social safeguards,
vi. Five Junior Engineers having a B.Sc. in Agricultural/ Water Resources/Civil Engineering degree or Diploma in Civil Engineering with 5(Five) years of Field work supervision experience,
vii. One Data Entry Operator having a BSc/BA/B com Pass. Minimum 3(Three) years of work experience,
viii. Others’ personnel qualification should be as per requirement of the study. |

• The interested consulting firm must have to submit 2 (two) copies of EOI in closed envelop bearing the name and address of the firm, EOI No. & date and address to the EOI issuing authority, 01 (one) marked as “ORGINAL” and the other as “COPY”. A local consulting firm will be selected in accordance with the Public Procurement Rules, 2025 and Public Procurement procedures issued by GoB.
• The duration of the consultancy is about 31 months from the date of signing contract.
• The interested consulting firm should submit the following supporting documents with their EOIs:
1. Legal documents (valid Trade License, TIN, VAT Registration Number/paper Income Ta Certificate and Companys incorporate Certificate etc.)
2. Updated Firm Brochure including administrative/managerial structure with companys organogram and available organizational resources
3. Audited financial report for last three years,
4. Service experience record (including similar nature, total cost, total input in terms on man months, employer, location of service etc.),
5. Availability of key professional staff with CVS,
6. Logistics resources available with the firm. |
