INFORMATION FOR APPLICANT

Brief Description of Assignment : Item Description: The Disaster and Climate Risk Information Platform (DRIP) was developed and maintained by the Planning Division to provide a centralized, web-based repository for hazard, exposure, vulnerability, and risk (HEVR) data. The platform is being used by the Planning Division and other government agencies to support Disaster Impact Assessments (DIA) as part of Development Project Proposals (DPPs). General Description: The purpose of the Consultancy services is to Selection of Software Development Firm for SDPP project of Planning Division. The primary objective of this assignment is to engage a qualified software development firm to design, develop, and deploy an upgraded DRIP system that is technically robust, user-friendly, and institutionally sustainable. The firm will be responsible for delivering a modular, API-driven platform with advanced GIS and analytical capabilities, ensuring seamless interoperability with governments other GIS systems. The assignment seeks to translate institutional needs into a modern, scalable solution that supports risk-informed decision-making and facilitates evidence-based public investment.
Experience, Resources and Delivery Capacity Required : The Firm must have a solid technical background and operational strength to undertake this Software Development service. The Applicant must have adequate technical ability skills and resources; Eligibility criteria are as follows. 1. General Experience: Must be a Bangladeshi Firm having Ten (10) years of General Experience in Software development field. 2. Specific Experience: i. The Firm must have experience in design, development and implementation of minimum 08 (Eight) software projects in the field of web-based application software/e-government application. Among the projects, at least 2 (Two) software projects should be in digitalization/management/automation of government service/function with full cycle automation and implementation (with minimum 1 (One) in live operation) with a value of at least 50 (fifty) lacs within last 04 (Four) years. ii. The Firm should have at least 2(Two) similar/GIS related project. iii. The Firm should have 50 (Fifty) full time ICT personnel in company payroll related to system analysis, design, development, integration, testing, QC, training, system security and implementation of web and mobile based applications/software solutions. In case of JV (Joint Venture) combined ICT HR will be considered. iv. The Firm should have at least 02 (Two) software projects experience on ICT Based with a government/semi-government/autonomous agency within last 04 (Four) years will get preference. V. The Firm having previous experience of conducting similar Software with Government will get preference. 3. Financial Capabilities (Average annual Turnover): i. Average annual turnover of the firm shall be at least 70 (Seventy) lacs for 03 (three) years. ii. The firm must submit update audit-reports for last 03 (Three) year. 4. Management Capabilities: The consulting firm should demonstrate an efficient and effective management capability through its website, social media presence, brochure photographs of office, its management team/staff, its organogram, IT related facilities and equipment. 5. Human Resource Pool: The consulting firm should submit a list of the resource pool including the Key Experts, indicating their skill and knowledge & capability. The Human Resource pool should show how it supports teach into the relevant stakeholder community. CV/ resume of any certified Trainer at the EOI Stage is not required. (Detail CV/ resume with educational and experience certificate will be needed during RFP Stage) 6. Legal Document: Up-to-date valid trade license, TIN, 13 Digit BIN, Litigation certificate (If any), Incorporation certificate, Tax Payment and Clearance Certificate of the Previous Year. 7. Reward/Membership: The firm may attach any certificate related to reward, ISO Certificate (Preferable), BASIS Membership and Certificate of any association. A firm will be selected using the Quality and Cost Based Selection (QCBS) Method PPR-2008 Rules 103 (4) (ka). It is expected that the Software Development Firm will commence within November 2025. Other Details (if applicable) : 1) Consultants will be selected in accordance with public procurement rules 2008 and public procurement procedure of GOB. 2) Interested candidates are required to submit their expression of interest (EOI) in prescribed form to be obtained from the BPPA website. 3) Applicants should provide attested copies of documents in support of their qualification and experience with EOI. 4) EOI shall be submitted in sealed envelope and be clearly marked the position. 5) Detail conditions will be described in the TOR.
