INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
1. Government of the People’s Republic of Bangladesh has received financing from the World Bank through Project Preparation Advance (PPA) for incurring the cost of the Technical Assistance for Green Railway Transport Project Preparation Facility, and intends to apply part of the proceeds for consulting services.
2. The consulting services (“the Services”) include but not limited to:
• Feasibility Study, and Conceptual Design for the Redevelopment of the Railway Station Building and facilities at Dhaka Biman Bandar (DABB) i.e. Airport Railway Station to create a Multimodal Transportation Hub (MmTH);
• Feasibility Study and Conceptual Design for the Redevelopment of the Station Building & Yard, including relocating existing Operational and Maintenance facilities at Dhaka Kamalapur Railway Station to facilitate construction of Kamalapur Multimodal Transport Hub (KMmTH);
3. The assignment will require estimated 275 (international 108 + National 167) professional staff months which includes key and non-key experts as required mentioned in the TOR. The assignment is expected to be started from January 2026 and is scheduled to be completed within the project period (31 March 2027).

Experience, Resources and Delivery Capacity Required |

The qualifications and experiences for short listing are:
a) General experience, specific experience in similar assignments (Feasibility Study of similar railway projects with comparable scale and technical complexity);
b) Substantial experience in managing FIDIC contracts as a Firm and by the key members of the team;
c) Audited financial Statements for the last three years to demonstrate long term financial stability.
d) Capability to retain the required number of Key Experts who are preferably permanent employees of the consulting firms with adequate qualifications. Indicate who of the key staff as per TOR are employees of the Consulting Company and who will be hired for the assignment from the market.
e) Experience to work with Multilateral Development Banks/Development Financial Institutions

1. Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria:
a) Up To Date relevant Registration/incorporation documents of the firm (s);
b) JV agreement/letter of intent (if applicable) in case of formation of JV for the assignment along with the proposed JV agreement;
c) Firm’s brochure including staffing;
d) Audited financial reports for last three years (including turnover from consulting services and other activities, profit & loss, current asset & liability and fixed asset & liability);
e) Service experience record of Last five (05) years (including nature, total cost of Contract, total input in terms of man month, employer, location of service etc.)
f) All other items necessary to substantiate satisfaction of the shortlisting criteria listed above and/or included in the TOR. However, Key Experts will not be evaluated at the short-listing stage, hence do not furnish any CVs;
2. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 setting forth the World Bank’s policy on conflict of interest.
3. A consulting firm is allowed to submit the expression of interest alone and/or to associate to enhance their qualifications and capability for the assignment, such associations may either be as a Joint Venture (i.e. all members of the joint venture shall be jointly and severally responsible) and/or Sub-consultants (i.e. the Consultant will be responsible, including for the services of the sub-consultant). In case of an association, the Consultants must explain in the EOI submission (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association. Failure to provide the above explanation in the Expression of Interest may risk the association not being shortlisted for the assignment and in such "association" it is preferable to limit the total number of firms including the associates to a maximum of 03 (Three). However, the qualifications/experience of sub-consultants will not be considered by the Client in the evaluation of Expressions of Interest for Shortlisting purposes.
4. A Consultancy Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS; 80:20) set out in the Procurement Regulations.

The detailed Terms of Reference (TOR) for the assignment can be downloaded from www.railway.gov.bd website or can be obtained upon request from the address below either by e-mail or in person during the office hours (Local Time: 10:00 hrs to 16:00 hrs).
6. Expression of Interest (EOI) must be delivered in a written form to the address of the undersigned (in person or by mail or by e-mail) by 1:00 pm (BST), September 29, 2025.
7.The EOI submitted shall be relevant and precise and shall be within 40 to 50 pages.
8. The client will not be responsible for any expenses incurred by the firm(s) in connection with the preparation or delivery of the EOI.
