| Brief Description of Assignment |

The required work/services are subject to but not limited to the following Conditions:
Objectives:
1. Formulate Public Space Strategy along with planning guidelines and design for 1-36 wards of Dhaka North City:
I. Determine the level of accessibility of public spaces in respective cities and human settlements.
II. Establish the quantity of public spaces within urban boundaries while providing benchmark against which improvements can be measured. This particularly is important in meeting local targets, and monitoring the implementation of SDG indicator 11.7.1
III. Understand the network of public spaces in cities and identify enablers and barriers for connectivity and linkages.
IV. Understand the distribution of public spaces and identify disparities.
V. Assess the quality of public spaces with a special focus on accessibility, use and users’ amenities, comfort and safety and green environment.
VI. Develop comprehensive and implementable inclusive public space, funding strategies policies. Formulate strategies for public space:
-Strategies related to SDGs, New Urban Agenda
-Strategies related to City-wide Public Space Strategies
-Strategies related to Guiding Principles for Public Space
-Strategies related to public space for Climate Change Resiliency
-Strategies related to multi functionality safety and comfort of Public Spaces with ICT
-Strategies related Landscape Guidelines
VII. Formulate design standard for landscape elements for public spaces and develop comprehensive and implementable landscape design for public spaces.
2. Formulate Action Plan for Urban amenities for1-36 wards of Dhaka North City:
I. Guidelines Urban amenities considering hydrological hazards:
-Flood inundation model considering 2.33, 5, 20, 50 and 100 years return period
-Water resources management for the city system
-Mitigation measures regarding Climate change induced flood inundation
II. Strategic planning guidelines for Urban amenities: Kollyanpur retention pond is under consideration to be developed as a waterfront public space along with canal network, Nagar Bhaban, Zonal Complex, Ward Complex, Cleaners' residence, Community Center, Graveyard, Eidgah, Soshan Ghat, Community clinic, Health Center, Slaughter House, Specialized Hospital, Food laboratory, Veterinary Hospital, Play Ground, Park, Children Park, Gymnasium, Swimming pool, Kitchen Market, Shopping Complex, Public Toilet, Bus Stops, TOD facilities, Public space development, Cattle Market, etc.
III. Content of Action Plan:

-Consulting firm with minimum 20 (Twenty) years of general experience and Ten (Ten) years of specific experience in consultancy services.
-Should have experience in Master Plan Preparation (Structural Plan, Urban Area Plan, Detailed Area Plan, Action Plan), Risk Sensitive Land Use Planning, Public Space Design, Urban Design, Landscaping activities.
-Preference will be given for Planning project experience in Dhaka Metropolitan Area.
-Capacity to conduct Aerial image capture, Topographic Survey, Physical Feature Survey, GIS Database Preparation, TIA, SIA, IEE, RAP
-The consulting firm should have experienced in successfully completed at least 01 Master Plan Preparation/Structural Plan/Urban Area Plan/Detailed Area Plan/Action Plan/Physical Planning in last 05 Years.
-List of completed projects with Detailed Scope of Works and proper evidence.
-List of existing ongoing projects with Detailed Scope of Works and proper evidence.

The firm will be selected following the Public Procurement Act 2006 and Public Procurement Rules 2008. Interested Consultancy firms are hereby invited to submit EOl containing print brochures (showing organizational identity and background). Firms Turnover and Audit Report for the last three (03) years, up-to-date Trade License, Income Tax Certificate & VAT Clearance Certificate, valid TIN certificate, memorandum of understanding of article (if applicable), NID card of authorized person, staffing and inventory of resources and logistics confirming the firm capabilities to provide the required services. Experience in work with Government/Autonomous Bodies should be minimum 5 (five) years. Any persuasion will disqualify an applicant. DNCC will not be responsible for any cost or expenses incurred by the firm in connection with the delivery of the EOI. Interested consultancy firms will submit 01 (one) original and 01 (one) true copy of the EOl in sealed envelopes marked with the "title". |
