INFORMATION FOR APPLICANT

| Brief Description of Assignment |

The Government of the People's Republic of Bangladesh (GOB) has received a credit from the
International Development Association (IDA), World Bank towards the cost of the `Bangladesh
Sustainable Recovery, Emergency Preparedness and Response Project (B-STRONG)-Agricultural
System Restoration Component' project and to be implemented by the DAE and intends to apply a part
of the proceeds of this credit for the procurement Consultant (Individual).
1. Scope of services: The specialist will assist PD, DAE and DPD, BADC by providing
guidance in procurement and S/he will conduct procurement activities under the B-STRONG
project. Any other relevant tasks assigned by PD.
2. Duration: The duration of the consultancy services is tentatively 30 months or project closing
date, whichever is earlier. However, the duration will depend on performance of the
individual in this position.
3. Selection Procedures: Deparfuent of Agricultural Extension (DAE) now invites the eligible
Applicants to submit the Expressions of Interests (Eol) for providing the services. The
Interested Applicants need to provide information demonstrating that s/he has the required
qualifications and relevant experience to perform the services. The selection criteria are: |

A) Educational Qualification
• BSc. in Engineering and/or Master's in procurement/economics/statistics/financefousiness
administration/managemenvlaw or other relevant subjects. Professional degree/membership
(such as MCIPS) of any internationally recognized institution will be preferred.
8) Experience
• 10 years of work experience of which 5 years should substantially be related to the relevant
tasks of preparation of tender documents (Works & Goods)/Eol, proposal documents/
procurement plan, evaluation of bids/proposals, negotiation, conflict resolutions and
following concerned contract, PPR 2008 and Procurement documents & Guidelines of world
Bank or similar Development Partners.
• Knowledge and working experience ofe-Government procurement (e-GP)..
• Proven working experience on procurement following the world Bank or other Development
Partners' Procurement Guidelines. Knowledge and understanding of world Bank's STEP
system is an added advantage.
• Preference will be given to candidates having experience in in Ex-post review of
procurements in multiple implementing units
• Strong ability to work independently on a computer-based system.
• Possess excellent communication skills in English, both written and spoken. |
