INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The scope of the consultancy service is as follows:
• FSP Preparation for 05 KPI Substations and Obtain NOC from FSCD:
Develop comprehensive Fire Safety Plans for 05 (five) of its KPI substations, in compliance with NFPA and BNBC standards. Obtain No Objection Certificates (NOCs) for these Fire Safety Plans from Bangladesh Fire Service and Civil Defence (FSCD).
• Capacity Building of DPDC Personnel for Independent FSP Preparation:
Strengthen DPDC’s in-house capacity by training designated personnel to independently prepare Fire Safety Plans (FSPs) for the remaining KPI substations and other facilities. Review and provide detailed feedback on the 03 (three) Fire Safety Plans (FSPs) prepared by DPDC personnel following the training.

EOI is invited from eligible consulting firms, either as a single entity or in the form of a Joint Venture or association/consortium, possessing expertise and experience in the relevant fields outlined below. The interested applicants must meet the following minimum requirements:
? Minimum Experience of Similar Assignments:
• The applicant must have minimum 03 (Three) years of experience in providing consultancy services in the areas of fire safety planning/ fire protection engineering/ building safety compliance.
• The applicant must have successfully completed at least 02 (Two) consultancy services involving the preparation of Fire Safety Plans (FSPs) in compliance with BNBC and NFPA standards, and obtained No Objection Certificates (NOCs) from Bangladesh Fire Service and Civil Defence (FSCD). Each assignment must be supported by completion certificates issued by the respective End User.
? Minimum Experience in Similar Operating Environments and Conditions:
• The applicant must have successfully completed at least one (01) consultancy service related to KPI installation for a Government organization in Bangladesh, supported by certificate from End User.
? Minimum Managerial Strength and Financial Capacity:
• The applicant must have an average annual turnover of at least BDT 07 (Seven) Lac over the last 03 (Three) financial years, supported by audited financial statements by a registered auditor.
• The applicant must have successfully conducted at least 01 (One) fire safety training programs, supported by certificate from End User.
• At least 01 (One) key personnel of the applicant must be enlisted with Bangladesh Fire Service and Civil Defence (FSCD). Proof of enlistment shall be submitted along with the proposal. |

i) Short listing will be made in accordance with the “Rule-115 of Public Procurement Rule (PPR) - 2008.”
ii) EOI should include the following information:
1) Agreement of Joint Venture, or association/consortium, if applicable.
2) Profile of the consultancy firm supported by Brochures.
3) Proof of registration of the applicant as a consultancy firm under GoB rules and regulations.
4) Evidence of the firm’s relevant experience and financial capacity in line with, and preferably exceeding, the minimum requirements stated in Sl. No. 13 of the REOI.
5) List of key professionals to carry out the proposed assignment, along with detailed CVs (signed and with photographs). The proposed team leader of the applicant must be enlisted with Bangladesh Fire Service and Civil Defence (FSCD). Proof of enlistment shall be submitted along with the proposal.
iii) EOI as well as forms/supporting documents attached shall be written in English. Documents originally written in any language other than English should be translated into English and attached to the copy of original duly attested by competent authority.
iv) EOI notice and Forms of Expression of Interest are posted on DPDC website: www.dpdc.gov.bd and BPPA (CPTU) website: www.cptu.gov.bd and hard copy of the same are available from the Office of the Superintending Engineer (Contract and Procurement Circle), 4th Floor, Bidyut Bhaban, 1 Abdul Gani Road Dhaka –1000, Bangladesh.
v) 02 (Two) signed copies of EOI along with 01 (one) original shall be submitted in a sealed envelope mentioning name of the EOI on top of the sealed envelope to the following address by 12:00 hours, Date:15/07/2025 at the Office of Company Secretary, DPDC, Level-3, Bidyut Bhaban, 1 Abdul Gani Road Dhaka –1000, Bangladesh. EOIs submitted by firms will be screened, and firms will be shortlisted. Only short-listed firms will be invited to submit proposals. Interested applicants may obtain further information from the Office of the Superintending Engineer (Contract and Procurement Circle), DPDC, 4th, Bidyut Bhaban, 1 Abdul Gani Road Dhaka –1000, Bangladesh during the office hours (9:00 to 17:00 hours BST)
vi) Interested applicants are requested to submit their information in Expression of Interest Forms which are available in the website: www.dpdc.gov.bd and www.cptu.gov.bd
vii) DPDC reserves the right to accept/reject one or all EOIs or stop the process of approval at any stage, at its sole discretion without assigning any reasons and shall bear no liability whatsoever consequent upon such a decision. |
