INFORMATION FOR APPLICANT

Brief Description of Assignment : The reputed experienced qualified Consulting Firm having competencies of conducting statistically sound End line Survey on various statuses of the project beneficiaries is required. The successful Consulting Firm/bidder/contractor will provide following services: Review all project documents, including the Project Design Report of IFAD, development project proposal, Various progress reports, Baseline study report, Mid-term impact assessment report, Market-led study report, policy documents of the organizations developed as part of organizational and programmatic capacity building, etc. • Based on the review and consultation with the PMU, develop a comprehensive end-line survey (Final Impact Assessment) proposal (Methodology and Questionnaire) in line with the IFAD standard core outcome indicator (COI) methodology. • Prepare an inception report for the assessment, including a detailed methodology, sampling strategy and proposed tools (Draft questionnaire, FGD guidelines, KII guidelines, Kobo/others online tools and etc.). • Organize a meeting on inception report and present the proposal for comments and final approval of the inception report by the PMU. • The consulting firm will organize training for data enumerators duly hired by the firm to understand the questionnaire to successfully roll out data collection in presence of PMU members. • Collect information based on the approved survey tools using the agreed sampling methodology from different levels of stakeholders of the project. • Use the quasi-experimental methods for analyzing the data, including Propensity Score Matching (PSM) and Endogenous Switching Regression (ESR), alongside standard tabular analysis with descriptive statistics and significance testing. • Write a preliminary draft report and provide it to the SACP PMU, circulate it with PMU members, FAO-TA and others for review and comments. • Preparation of Draft Final Report and submission to the SACP PMU. • Incorporate feedback and finalize the assessment report. • Final presentation before validation workshop to the PMU of SACP in presence of experts’ members. • Provide Final Report to the SACP. The report should be concise and focused on outcome and impact indicators with the appropriate levels of disaggregation. The final report should include the project’s logframe with end-line data for all impact and outcome-level indicators. • The soft copy of the raw data and a clean version of the final database should be submitted in Microsoft Excel or any suitable statistical package that is clearly organized, including proper labelling and GIS data. Experience, Resources and Delivery Capacity Required : ? The Consulting firm should have a minimum of general experience (Attach document of proof) of successful accomplishment of ten (10) years in Baseline/Mid-term/End-line Assessment Survey; Monitoring & Evaluation of large-scale Government/Development Partners supported policies, programs, and projects. ? The Consulting firm should have a minimum of seven (07) years’ specific experience in conducting Baseline/Mid-term/End-line Assessment Survey or a similar type of study on agriculture, marketing, research, irrigation facilities with infrastructure, climate change, and other social and gender-related issues for the Government and Development Partners-supported projects. ? Must have a valid and up-to-date trade license, VAT registration certificate, TIN certificate, income tax certificate, bank solvency certificate and audited financial reports for the last three fiscal years. ? The Minimum amount of liquid assets i.e., working capital or credit lines, net of other contractual commitments, is Taka 40,00,000.00 (Taka Forty lac) only. ? The consulting firm should not be under a declaration of ineligibility for corrupt, fraudulent, coercive practices in competing for, or executing a contract under public funds. ? The consulting firm is not insolvent, in receivership, bankrupt, or being wound up its business activities have not been suspended and it is not the subject of legal proceedings for any of the foregoing. ? The consulting firm has fulfilled its obligations to pay taxes and social security contributions under the relevant national laws and regulations.
Other Details (if applicable) : -The Consulting firm should have able to accomplish the End-Line Impact Assessment Survey of SACP within the schedule time. Geo-referencing should be applied to the household survey that allows geographic tracking of household locations. -EOI must be duly signed on every page (One Original and two Copies). -The soft copy of REOI with ToR is available in the website of DAE: www.dae.gov.bd, www.sacp.dae.gov.bd and CPTU: www.cptu.gov.bd
