INFORMATION FOR APPLICANT

Brief Description of Assignment : I. Project Background: The Government of the People's Republic of Bangladesh (GoB) has received a credit/Grant from the World Bank financed for Inclusive Services and Opportunities for Host Communities and Displaced Rohingya People (DRP) Project, to support essential Health, Nutrition and Population services for the Host Community and Forcibly Displaced Myanmar Nationals (FDMN), being implemented by Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare and intends to apply a part of the proceeds of this credit for the services of a Procurement Specialist (National). II. Scope of Services and Responsibilities: The consultant will closely work at the Project Implementation Unit (PIU) under the DGHS to help implement the project successfully. The scope of services of the consultant includes, but not limited to the following tasks: - Prepare and update the procurement plan and other procurement transactions for the project as and when needed through the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system. - To undertake activities related to the procurement of project products, works, non-consulting, and consultancy services and monitor and evaluate procurement activities in accordance with the procurement plan. - Prepare and update the Annual Procurement Plan in GOB format and PA format. (when needed through the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system); - Preparation of IFB, Bidding documents, TOR, EOI, RFP documents, evaluation reports, contract documents, and documents related to the procurement of project goods, works, and services for all contract packages in accordance with the Procurement Regulations of the PPA, 2006, and/or PPR, 2008 and the World Bank as laid out in the legal documents between GOB and IDA. - Assist in preparing/updating cost estimates and specifications for products and works in collaboration with the Project Implementation Unit. - Conduct procurement activities under the scheme using the e-GP portal of BPPA. - Facilitating publication of all information regarding bidding and procurement of PIUs/PMUs in newspapers and websites. - Preparing purchase orders and final contracts and ensuring timely distribution of all relevant procurement and contract documents to relevant stakeholders. - Assist/ guide the Tender Opening Committee (TOC) and /or Proposal Opening Committee (POC) in preparing the relevant documents. - Assist the PMU in overall procurement processing, contract management, handling procurement-related complaints, - Prepare quarterly reports on procurement status and procurement risk mitigation framework and arrange submission of the same to the donor or concerned stakeholder for review. - Closely monitor procurement activities in reference to the Procurement Plan timeline and the procurement approval process of the Government and bring any slippage of activities immediately to the attention of the Project Director. - Conduct diagnostic analyses on delays, inefficiency, etc. in the system, and provide recommendations to improve the same, if required. - Carry out any other relevant duties/responsibilities that may be assigned by the Project Director as and when required.
Experience, Resources and Delivery Capacity Required : III. Qualifications: - A graduate degree in Engineering, or Masters in Procurement/ Public Administration/ Business Administration/ or a relevant field. - Professional qualifications such as MCIPS, MPSM, or any specialized degree in procurement or supply chain management will be given preference. IV. Experiences: - At least 10 years of work experience as a Procurement Specialist or in a procurement role within public organizations, government/semi-government institutions, international donor-funded projects, or development projects. Alternatively, the candidate must have had responsibilities with significant procurement components, such as preparing bidding documents and requests for proposals, utilizing internationally accepted contract documents, and resolving procurement issues. - Extensive knowledge of the Public Procurement Act, 2006, and the Public Procurement Rules, 2008 - Specialized knowledge and experience in key procurement areas, including procurement of goods, selection and contracting of consultant services, and electronic government procurement (e-GP). - A sound understanding of principles underlying good procurement practices, including the procurement guidelines of international agencies (e.g., the World Bank) and the procurement rules and procedures of the Government of Bangladesh (GoB). - Preference will be given to candidates with minimum 5 years of experience in procurement in donor-funded projects (e.g., IDA, ADB, WB, AIIB). - Proven working experience in procurement following the World Bank Procurement Guidelines/ Regulations will be given preference. - Proficiency in computer programs like Excel, MS Word, PPT, etc., and candidates with negotiation skills will be preferred. - Membership of a professional body of international repute in Procurement/ Purchasing/ Supply Chain is preferred. - Strong communication skills, with the ability to present, discuss, and resolve complex procurement issues effectively - The incumbent should have analytical capabilities in identifying and resolving complex procurement issues, specialized knowledge in handling international procurements of goods and services (both consulting and non-consulting), and in-depth knowledge and understanding of technical, commercial and legal aspects of procurement in the development projects, especially the project financed by IDA. - Possess extensive knowledge of IDA’s Procurement/Consultant Guidelines. - The incumbent should have excellent spoken and written Bengali and English skills. V. Duration of the assignment: The duration of the assignment for the Procurement Specialist will be 28 months for full time basis. The Project duration is estimated up to June 2027. The duration of the assignment may be increased or decreased depending upon the performance of the Procurement Specialist, the needs and budget allocated for the Project and the duration of the Project. Depending on the satisfactory performance of the Procurement Specialist his/her period of service will be continued till the project period. VI. Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment. The EOIs will be evaluated based on the complete information provided in the detailed CV of the expert. The services are expected to start from April 2025. VII. The attention of interested Consultants is drawn to the following of Section III of the Procurement Regulations: - Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, September 2023” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. - Paragraphs, 3.21-3.24 of the Procurement Regulations setting forth the World Bank’s policy on Eligibility, including the specific pre-requisite conditions to be met for the eligibility, on exceptional basis, of Government officials and civil servants of the Borrower’s country under consulting contracts in the Borrower’s country. VIII. Individuals who are currently working as procurement consultants under contract on another World Bank-financed project may also participate in the competitive selection process and if selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early termination of the contract, to avoid disruption in implementation of that project.
