INFORMATION FOR APPLICANT

Brief Description of Assignment : I. Project Background: The Government of the People's Republic of Bangladesh (GoB) has received a Credit/Grant from the World Bank financed for Inclusive Services and Opportunities for Host Communities and Displaced Rohingya People (DRP) Project, to support essential Health, Nutrition and Population services for the Host Community and DRP, being implemented by Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare and intends to apply a part of the proceeds of this credit for the services of a Monitoring and Evaluation Specialist (National). II. Scope of Services and Responsibilities: The assignment of the M&E Specialist is to assist in monitoring and evaluating the Project Director's initiatives of Inclusive Services and Opportunities for Host and Forcibly Displaced Myanmar Nationals (FDMN) Communities. The Consultant will closely work with the PIU staff, other consultants, outsourced staff, and stakeholders to help implement the project successfully together. The scope of work and responsibilities includes but are not limited to the following tasks. - Coordination assuring effective inter-departmental collaboration with key implementing partners including Finance; Administration; Human Resources, and Quality Assurance over the entire project cycle. - Monitor and evaluate the project activities to ensure effective implementation as per the implementation schedule, in consultation with the relevant people at the PIU. - Liaising and collaborating with partners and stakeholders to gather feedback and comments to support program reviews. Maintaining good relationships with all relevant partners and stakeholders, including concerned government authorities. Communicate across the project to ensure regular visibility and public stakeholders' understanding of the WB-supported project. - Arrange meetings and discussions regularly to keep informed all stakeholders. Coordinate regularly with all stakeholders of PIU, relevant government agencies/officials, development partners, and service providers engaged under the relevant project. - Support Project team to arrange training for the entire team involved in the project for capability building to support and facilitate services. - To keep track of the inventory for timely provisioning and ensure reach to the end users. - Closely coordinating and travelling throughout with the Project Officers of assigned areas and providing necessary support in monitoring results and documenting the activities. - Follow up progress of all works related to project implementation. Playing a key role in tracking down both budget and progress of implementation and producing timely status updates of compliance related to acquiring grants. - Participate, coordinate, and provide support to WB missions, including but not limited to regular review missions and midterm review missions. - Any other tasks as requested by the Project Director and WB, time to time.
Experience, Resources and Delivery Capacity Required : III. Qualifications: - A bachelor’s degree in medicine and surgery (MBBS) or a master’s degree in public health/ epidemiology/health economics/development studies/management, or a related field. - Professional qualifications in government health services, or any specialized degree in monitoring and evaluation will be given preference. IV. Experiences: - At least 15 years of general experience and 10 years’ experience of professional experience in monitoring & evaluation, preferably in the healthcare or medical sector evaluation units at recognized Public/Private/NGO/International Agencies. - Working experience in government health services management will give preference. - Extensive experience as a M&E Specialist in the medical sector, including designing and implementing M&E frameworks, developing key performance indicators (KPIs), and monitoring project outcomes to ensure alignment with project objectives. - Skilled in conducting data collection, analysis, and reporting to assess the effectiveness of healthcare programs and interventions. - Proven ability to collaborate with stakeholders, including healthcare providers, government agencies, and non-governmental organizations, to gather feedback and improve program efficiency. - Preparing comprehensive evaluation reports, providing actionable recommendations, and contributing to strategic decision-making for program improvement and sustainability. - Familiarity with global health indicators and frameworks, such as those from WHO or other UN agencies. - Preference will be given to candidates with minimum 5 years of experience in Monitoring and Evaluation in donor-funded projects (e.g., IDA, ADB, WB, AIIB). - Proficiency in computer programs like Excel, MS Word, PPT, etc., and candidates with negotiation skills will be preferred. - Strong communication skills, with the ability to present, discuss, and resolve complex Monitoring and Evaluation issues effectively - The incumbent should have excellent spoken and written Bengali and English skills. - V. Duration of the assignment: The duration of the assignment for the M&E Specialist will be 28 months for full time basis. The Project duration is estimated up to June 2027. The duration of the assignment may be increased or decreased depending upon the performance of the ME Specialist, the needs and budget allocated for the project and the duration of the project. Depending on the satisfactory performance of the ME Specialist his/her period of service will be continued till the project period. VI. Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment. The EOIs will be evaluated based on the complete information provided in the detailed CV of the expert. The services are expected to start from April 2025. VII. The attention of interested Consultants is drawn to the following of Section III of the Procurement Regulations: - Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, September 2023” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. - Paragraphs 3.21-3.24 of the Procurement Regulations setting forth the World Bank’s policy on Eligibility, including the specific pre-requisite conditions to be met for the eligibility, on exceptional basis, of Government officials and civil servants of the Borrower’s country under consulting contracts in the Borrower’s country. VIII. Individuals who are currently working as Monitoring and Evaluation consultants under contract on another World Bank-financed project may also participate in the competitive selection process and if selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early termination of the contract, to avoid disruption in implementation of that project. The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, September 2023.
