Brief Description of Assignment |
: |
I. Project Background: The Government of the People's Republic of Bangladesh (GoB) has received a Credit/Grant from the World Bank financed for Inclusive Services and Opportunities for Host Communities and Displaced Rohingya People (DRP) Project, to support essential Health, Nutrition and Population services for the Host Community and DRP, being implemented by Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare and intends to apply a part of the proceeds of this credit for the services of a Environmental and Social (ES) Specialist (National).
II. Scope of Services and Responsibilities: The consultant will closely work at the Project Implementation Unit (PIU) under the DGHS to help implement the project successfully. The scope of services of the consultant includes, but not limited to the following tasks:
- The consultant will be responsible for completing all activities/tasks related to ES issues as defined by Project Environmental and Social Commitment Plan (ESCP), its quality control and overall coordination to the Project Director (PD).
- Be responsible for developing and implementing a Waste Management Plan
- Be responsible for screening various health care facilities and project sites and develop ES instruments, including but not limited to Environmental and Social Management Plan (ESMP). The consultant will also oversee the approval of these instruments from competent authority.
- Coordinate with the Implementing Agency (IA) and other authorities for implementation, monitoring and supervision of ES instrument in the field.
- Carryout periodic stakeholder engagement as per Stakeholder Engagement Plan (SEP) and update the SEP as and when required.
- Implement the Grievance Redress Mechanism (GRM), including training of grievance committee members, provision of grievance solution and reporting etc. The consultant will also be responsible to review and take necessary actions on the complaints received through the project GRM in coordination with PD.
- Provide periodic reports on the implementation status of ES issues.
- Assist with procurement of goods or civil work contracting as required by the Project Director/PIU and ensure incorporation of appropriate ES specifications and budget into the respective bidding and contract documents as well as EHS aspects.
- Ensure compliance of the ES mitigation and management measures by the Contractors including contract monitoring.
- Liaison with the DOE on ES and other regulatory matters; including obtaining and renewal of environmental clearance documents as and when required.
- Develop ES capacity development and training program and arrange for the trainings for the key stakeholders (DGHS, contractors, public representatives and local government institutions/NGOs.
- Assist in budget preparation and administration, including determining financial methods, procedures, and costs pertaining to ES compliance
- Assist in coordination with counterpart agencies.
- Ensure adherence of project implementation with the World Bank's ESF and compliance with ESCP.
- Any other activities required by the PMU/PD.

III. Qualifications:
- A graduate degree in Environmental Engineering, or master’s degree in sociology/ environmental science/ natural resources management/ public health/ anthropology or any other related subject.
IV. Experiences:
- Minimum 10 years of proven experience of which at least 5 years working with a development organization in the field of environmental and social compliance and relevant experience on ES assessment and management.
- Ability to think strategically and conduct dialogue on ES development policies and priorities, while maintaining a strong sense of realism with regard to context, conditions and competing demands for resources.
- Familiarity with World Bank Environmental ESF as well as Environment, Health and Safety Guidelines (EHSG)
- Excellent spoken and written Bengali and English skills.
V. Duration of the assignment: The duration of the assignment will be initially for 28 months on a full-time basis, renewable every year. The Project duration is estimated up to June 2027. The duration of the assignment may be increased or decreased depending upon the performance, the needs and budget allocated for the Project and the duration of the Project. Depending on the satisfactory performance of the Specialist his/her period of service may be continued till the project end period.
VI. Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment. The EOIs will be evaluated based on the complete information provided in the detailed CV of the expert. The services are expected to start from April 2025.
VII. The attention of interested Consultants is drawn to the following of Section III of the Procurement Regulations:
- Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, September 2023” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Paragraphs 3.21-3.24 of the Procurement Regulations setting forth the World Bank’s policy on Eligibility, including the specific pre-requisite conditions to be met for the eligibility, on exceptional basis, of Government officials and civil servants of the Borrower’s country under consulting contracts in the Borrower’s country.
VIII. Individuals who are currently working as Environmental and Social (ES) Specialist under contract on another World Bank-financed project may also participate in the competitive selection process and if selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early termination of the contract, to avoid disruption in implementation of that project.

X. The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, September 2023.
