Brief Description of Assignment |
: |
I. Project Background: The Government of the People's Republic of Bangladesh (GoB) has received a credit/Grant from the World Bank financed for Inclusive Services and Opportunities for Host Communities and Displaced Rohingya People (DRP) Project, to support essential Health, Nutrition and Population services for the Host Community and Forcibly Displaced Myanmar Nationals (FDMN), being implemented by Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare and intends to apply a part of the proceeds of this credit for the services of a Financial Management Specialist (National).
II. Scope of Services and Responsibilities: The purpose of the assignment is to assist the Project Director in the financial management process of Inclusive Services and Opportunities for Host and Forcibly Displaced Myanmar Nationals (FDMN) Communities. The FM Specialist will closely work with the PIU staff, other consultants, outsourced staff, and stakeholders to help implement the project successfully together. The scope of work includes but are not limited to the following tasks
- Prepare and update the procurement plan and other procurement transactions for the project as and when needed through the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system.
- Advise the Project Director on all FM issues and represent the project in respect of communication with external clients, including World Bank and UN organizations, regarding all FM matters.
- Ensure preparation of project budget and cash plan based on annual work plan prepared by the Project Director.
- Ensure preparation of statement of expenditure (SOE), cash flow forecast, and submission of withdrawal application to claim funds from the World Bank.
- Ensure project transactions directly through iBAS++ and disbursement of funds through the Designated Account (CONTASA) as part of the Government Treasury Single Account (TSA).
- Ensure tracking of project expenditures undertaken, if any, at District Accounts Offices (DAO) and Upazila Accounts offices (UAO) and book actual expenditure for any transfers/advances.
- Ensure efficient records management, petty cash/advance, and fixed asset register.
- Ensure submission of Monthly Project Accounts to the responsible Chief Finance and Accounts Office (CFAO) within 10 days of the end of each month.
- Coordinate with the UN Agencies to receive six monthly utilization reports.
- Ensure submission of Interim Unaudited Financial Reports (IUFR) from iBAS++ with supporting bank reconciliation within 45 days of the end of each semester for submission to the World Bank.
- Ensure submission of Project Annual Financial Statements for audit in accordance with IPSAS cash-basis or national standard as pronounced by the Comptroller and Auditor General (C&AG) within 90 days of the end of the financial year to the Foreign Aided Audit Directorate (FAPAD).
- Ensure preparation of a memorandum of action taken to resolve internal audit queries, external audit observations, and public accounts committee recommendations.
- Ensure appropriate follow-up of compliance with legal provisions of the financial agreement of the project.
- Coordinate with all project-related staff on a day-to-day basis and keep updated information on project activities.
- Guide and mentor the Junior FMS in carrying out Financial Management activities and

III. Qualifications:
- At least a master’s degree in accounting, Business Administration or Finance. Professional accounting qualifications (FCA or FCMA) will be an advantage. Membership by mutual certification or reciprocation (without appearing examination) shall not be considered educational qualification.
IV. Experiences:
- At least ten (10) years of work experience in financial management in government/semi-government institutions, or with international donors, implementing development projects.
- Extensive knowledge rules and regulations of Government budgeting, Development Project Proposal fundamentals, fund release and reporting requirements. Experience/ exposure on World Bank’s fund operating conditions & reporting requirements would be an advantage.
- Extensive knowledge of World Bank financial management and disbursement procedures.
- Is fully conversant with and have had hands on experience in application software and also in Computerized Accounting System with ability to assist in implementation and customization.
- Proven track record of ability to develop a Chart of Accounts with relevance to DPP. Disbursement Categories and Project Components and befitting the relevant computerized accounting system and the reporting and Proficiency in iBAS++ and knowledge of Government Financial Rules (GFR).
- The incumbent should have excellent spoken and written Bengali and English skills.
V. Duration of the assignment: The duration of the assignment for the FM Specialist will be 28 months for full time basis. The Project duration is estimated up to June 2027. The duration of the assignment may be increased or decreased depending upon the performance of the FM Specialist, the needs and budget allocated for the Project and the duration of the Project. Depending on the satisfactory performance of the Financial Management Specialist his/her period of service will be continued till the project period
VI. Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment. The EOIs will be evaluated based on the complete information provided in the detailed CV of the expert. The services are expected to start from April 2025.
VII. The attention of interested Consultants is drawn to the following of Section III of the Procurement Regulations:
- Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, September 2023” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Paragraphs, 3.21-3.24 of the Procurement Regulations setting forth the World Bank’s policy on Eligibility, including the specific pre-requisite conditions to be met for the eligibility, on exceptional basis, of Government officials and civil servants of the Borrower’s country under consulting contracts in the Borrower’s country.
VIII. Individuals who are currently working as Financial Management Specialist under contract on another World Bank-financed project may also participate in the competitive selection process and if selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early termination of the contract, to avoid disruption in implementation of that project.

X. The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, September 2023.
