Brief Description of Assignment |
: |
Bangladesh Export Processing Zones Authority (BEPZA) has implemented web-based Internal Enterprise Resource Planning (ERP) System which is running in Executive Office and all Zone Offices since 2016. The existing solution is based on .NET/MSSQL platforms. 05 other BEPZA internal systems are also connected to the ERP system. This facilitates the BEPZA management and employees to perform their day-to-day official operations within a single window. The main tasks of the applicant firm are as followings but not limited to:
1. Support and Maintenance Service of BEPZA Internal ERP System for 36 Months including Database, OS, Server and other related Systems and Services of BEPZA Internal ERP System.
2. Supply on-site Technical Resources (1 Software Developer and 1 IT Support Executive) for BEPZA Executive Office for 36 Months regarding Support and Maintenance Service of BEPZA Internal ERP System.
3. Version Upgradation and Enhancement of Existing Twelve (12) Modules of BEPZA Internal ERP System which are Human Resource Management System, Payroll Management System, Provident Fund Management System, Accounting Management System, Leave Management System, Fund Management, Loan Management, User Management System, Inventory Management System, Fixed Asset Management System, Security Personnel Management Module and Welfare Fund Management System.
4. Inclusion of Separate Systems under BEPZA Internal ERP System which are Pension and General Provident Fund, Mobile Application for BEPZA Senior Executive, Automatic Attendance System with BEPZA’s Internal ERP System, Audit Module Application for BEPZA Executive Office and License Management System for BEPZA Executive Office.
5. Development of Two (02) New Modules for BEPZA Internal ERP System which are Vehicle Requisition System and Tour Management System.
6. Bug fixation and issue solving.
7. Maintain the ERP System and other related systems by 24/7 to operate smoothly.
8. Providing support to BEPZA Executive Office and Zone Offices regarding ERP System and other related systems.
9. Upgrade the existing ERP System’s software version using latest technologies (.NET 8/9, Flutter, Blazor, MSSQL Server, etc.).
10. Implement Support Ticket Management System / Issue tracking system to manage all ERP related operations smoothly.
11. Maintain existing APIs& Develop new APIs with other systems.
12. Maintain the Applications, Servers, OS, Storages, Data Backups (SFTP, Auto), Security etc. of ERP and other related systems.
Please note that the functional scope for VERSION UPGRADATION, DEVELOPMENT, ENHANCEMENT, PROBLEM SOLVING, SUPPORT AND MAINTENANCE of BEPZA ERP SYSTEM will be described more elaborately in the Terms of Reference (TOR) and will be finalized at the time of “System Requirement Analysis” phase of module development, enhancement, framework & version upgradation and issue solving by concerned departments, MIS, Zones and BEPZA authority. |

The applicant must prove that they have solid technical background and operational strength to take this work forward without any hindrance. As such, following are defined as minimum eligibility criteria: (Documents must be submitted in the following order)
1. Must have valid Trade License of at least 10 (Ten) years.
2. Minimum 10 years of experience in ICT Business (Software Development) (Need to provide copy of work order and completion certificate which should reflect continuity of ICT Business over the last 10 years period).
3. Must have practical experience in developing and implementing at least 1 Centralized ERP System in last 5 years in the Govt. Sector, semi government, autonomous and renowned corporate office implementing HR, Payroll, Accounts, Inventory etc. modules (Need to submit a copy of work order, completion certificate along with module wise features & functions description).
4. Company having individual practical experience of Web application Development with .NET, MSSQL, Blazor and Flutter Platform will be given priority (Need to provide letter of appreciation).
5. Should have the maintenance experience of Server, OS, Database, Network, Firewall, Security, DC, DR, Data Backup etc. (Need to provide letter of appreciation).
6. Should have individual practical experience in design, development, deployment and implementation of Mobile Application (Need to submit a copy of work order and completion certificate).
7. Should have full time ICT personnel in company payroll related to system analysis, design, development, integration, testing, QC, domain expert, training and implementation of web and mobile based applications/software solutions. Please provide a List of ICT personnel of the company (Name, Contact Info, designation, date of joining, educational qualification, years of experience, expertise, project engagement).
8. Must have updated BASIS membership certificate.
9. The company should submit documents demonstrating the management and operational capacity of the firm (Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, valid and up-to-date Trade license, TIN certificate, VAT Identification Number, Updated Income Tax Payment Certificate.
10. Must have minimum average annual turnover of BDT 1 Cr. (One Crore) in the last 3 years (Need to submit last 3 years’ annual turnover report) |

BEPZA now invites eligible applicants to indicate the interest in providing the services. Interested firms are invited to provide information indicating that they are qualified to perform the services.A shortlist of firms will be prepared upon evaluation of EOIs of the eligible applicants and 'Request for Proposal' document will be issued in their favor. A firm will be selected using the Quality and Cost Based Selection (QCBS) method. It is expected that the services will commence within 2025.
