INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
(A) General
• Conduct a full census survey in project area (according to Feasibility Study the amount of Land Acquisition is estimated about 102.60 acre which may vary as per final design) to collect data on land acquisition, to assist in Utility Shifting Process, Land Acquisition Consultation and Participation activities, Data Management and Monitoring process.
• Assist in revising of LAPs and preparing necessary numbers of new LAPs in consultation with the project Director, if required.
• Assist in collecting latest Mouza Maps, Parcha/Khatian. Provide logistic support during the survey/field verification conducted by DC, UNO, AC Land, PWD, Forest Department, Water Development Board and BR etc.
• Close Liaison with Deputy Commissioner (DC) and PD/Project to expedite the land acquisition and compensation process and assisting in demarking the Right of Way. If necessary, they will revise the LA Plan as per actual requirement.
• Arrange monthly and periodic co-ordination meeting through Project office involving the Representatives of the Executing Agencies/Departments and others concerned on a regular basis. Arrange Transport, Transport Fuel and provide other relevant support for the Joint Verification Survey Assist PIU.
• Conduct information and communication campaigns regarding land acquisition, required legal documentation and procedures also establish A2i.
• Assist PIU in maintaining record of land acquisition and keeping compensation and payment related records, Design and develop a Computerized Management Information System (CMIS) to manage data and generate reports as instructed by the Project Director.
• Prepare a LA schedule and Monitor all land acquisition related activities also prepare monthly and periodic progress report.
• Assist in publishing Gazette for acquired land and provide necessary support in settling litigations, if any.
• Assist PIU in Land Acquisition and Land Taking-over from Deputy Commissioners and handing over of land to the Contractor.
• To update the Resettlement Plan (RP).
• To implement the resettlement works & ILRP including training.
• To identify eligible ILRP participants based on the list and information of JVC approved by PD.
• To conduct a needs assessment of key skills & trades of eligible ILRP participants.
• To develop the training programme for different skills enhancement.
• To conduct training programme & provide the seed grant to participants upon training completion.
• Participants’ satisfaction survey of all training participants will be conducted and its results shared with BR.
• To review and verify the progress in the resettlement plan implementation.
• To assess whether resettlement & ILRP objectives, particularly income generating activities, have been achieved.
• To assess resettlement & ILRP effectiveness, impact and sustainability, drawing both on policies and practices and to suggest any corrective measures, in case of mistakes and problems encountered.
• Monitor all acquisition & RP implementation related activities and prepare progress reports on behalf of PD highlighting monthly progress in all areas as well as implementation issues/constraints that require decisions by PD and other agencies involved. |

(B) Qualification and Experience
(i) The NGO/Firm must have experience in land related survey, Land Acquisition, implementation of resettlement plan and ILRP including training in large-scale completed development projects.
(ii) The sole applicant NGO/Firm must be registered under the NGO Affairs Bureau or Joint Stock Company/Department of Social Welfare.
(iii) The NGO/Firm shall have the experience in Land acquisition, RP implementation and ILRP in Bridge/Highway/Railway development Projects in the last 10 (ten) years in Bangladesh. Experience of working in Land Acquisition, RP implementation and ILRP under Bangladesh Railway or in any other government agency will get preference.
(iv) The proposer must have experience in Land acquisition and RP implementation financed by development partners (ADB/WB/JICA/EIB or other renowned donors).
(v) The Proposers shall have adequate Physical Resources such as Office, working equipment, IT facility, logistical support & shall have adequate financial capability such as turnover, liquid asset etc.
(vi) The NGO/Firm should have experience of developing automated land acquisition and resettlement management tracking system (LARMTS)
(C) Conditions
For participation in the short-listing process; authenticated evidences, shall have to be submitted by the proposers with the EOI in support of their qualification, experience and capability to demonstrate their effectiveness in resettlement plan & ILRP with training implementation in large project/projects.
Individual proposers are being invited to submit their EOI for short-listing. JVCA is not allowed.
The EOI should specifically include, amongst others as reflected in the table below:

5. Number of Affected Persons in resettlement plans & number of trainees in ILRP implemented by the proposer.
6. Nature, size, employer, location and type of input for contracts in hand.
7. Summary of permanent professional employees with key qualifications and experience.
8. Audited Financial Reports of the proposers for last three years.

Late submissions shall be rejected summarily.
Local, competitive, bidding procedure will be conducted and selection will be made by Quality and Cost-based Selection Procedure (QCBSP) in accordance with Bangladesh Public Procurement Rules-2008. The request for proposal (RFP), to submit, detailed technical and financial proposal is expected to be issued to the short-listed proposers within the time frame mentioned in PPR, 2008.
The EA will not entertain any cost or expense incurred by the proposers in connection with the preparation or delivery of the EOI. |
