INFORMATION FOR APPLICANT

Brief Description of Assignment |

The Government of the People’s Republic of Bangladesh has received credit and grant from the World Bank towards the cost of the Host and Rohingya Enhancement of Lives Project (HELP) and intends to apply part of the proceeds towards payment for following consulting services to be procured under the project:
Contract Package no. Position & Duration Scope of Services, Required Qualification & Experience
HELP/SD-3 Water Supply Consultant
Duration: 38 person month (tentatively)
Scope of Services:
-Revise (if required during implementation) the process/hydraulic design of water supply system including analysis of water distribution network using appropriate software.
-Supervise and guide all the activities related to engineering design of the water supply
Educational Qualification: Minimum B.Sc. in Civil/ Water Resources/ Environmental Engineering from any reputed recognized university.
Experience: At least 15 years of experience in any government/ semi government/ autonomous sector or in any development projects on preparing master plans and feasibility studies, design and implementation of large scale water supply scheme.
Minimum 10 (ten) years of relevant working experience in development projects funded by the World Bank, ADB or other development partners on piped water supply activities in Bangladesh or similar regions.
HELP/SD-6 Monitoring & Evaluation Consultant
Duration: 38 person month (tentatively)
Scope of Services:
-Develop effective M&E system including indicators
-Set up a functioning M&E data collection routine from relevant entities and persons.
-Compile information into the M&E system (GIS & Microsoft Excel Based) and make reports.
Educational Qualification: M.Sc. in Engineering or Master degree in Social Science/ Statistics/ Disaster Management or related fields
Experience: Minimum 10 years of experience of government/ semi government/ donor funded organization in this field.
At least 5 years of experience in World Bank or development partner’s funded project as Monitoring and Evaluation expert.
HELP/SD-7 Social Development and Hygiene Promotion Consultant
Duration: 38 person month (tentatively)
Scope of Services:
-Oversee and coordinate on social safeguards compliance.
-Monitor proper implementation of ESMP and Resettlement Action Plan (RAP) and other site-specific plans;
Educational Qualification: Master degree in any discipline of social science or other relevant fields from a recognized reputed university.
Experience: At least 10 years of experience in any government/semi government/donor organization in this field.
Minimum 5 years of working experience in World Bank/ development partner fund operating project as Social Development Specialist/ Social Scientist/ Social Planner or related field.
HELP/SD-9 Structural Engineering Consultant
Duration: 38 person month (tentatively)
Scope of Services:
-Review and provide support in finalizing structural designs of WASH facilities as necessary
-Ensure designs meet safety, durability, and sustainability standards while being aligned with the project’s objectives and the latest building codes and standards.
Educational Qualification: Minimum BSc. in Civil Engineering from any reputed recognized university. Master of Civil Engineering in Structure will get preference.
Experience: Minimum 10 years of professional experience in the structural design and planning of infrastructure projects, including WASH facilities, energy-efficient building structures and facilities in government, semi-government, or donor-funded development projects.
At least 5 years of working experience in the World Bank/ADB or other development funded project as Structural Engineering Consultant.
Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Detailed Terms of Reference (ToR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in DPHE website (http:www.dphe.gov.bd).
The consultant will be selected following the Selection of Individual Consultant method as set forth in the World Bank Procurement Regulations.
