| Brief Description of Assignment |

The Government of the People's Republic of Bangladesh has received credit and grant from the World Bank towards
the cost of the Host and Rohingya Enhancement of Lives Project (HELP) and intends to apply part of the proceeds
towards payment for following consulting services to be procured under the project:
Contract Position Required Qualifications and Experiences
Package no.
Master of Commerce in Accounting,{Finance or MBA with major in
Accounting/Finance. Candidate having professional accountancy degree will
get preference.
At least 07 years of experience in financial management in any government/
semi government/ donor organizations.
Should have minimum 5 years of working experience in World Bank/ WB
fund operating projectl development partner assisted project as Financial
Management Consultant.

Bachelor in Engineering or Masters in Procurement/Economics/ Statistics/
Law or any other related discipline. CIPSA4PSMIPMP degree will be
preferable.
10 (Ten) years of experience in carrying out Public Procurement with primary
responsibilities and substantial content of higher position in practical
application of internationally accepted procurement and contracting
procedures and documents for works, goods and services ofwhich 07 (Seven)
years' experience in managing internationally competitive procurement of
large scale and complex civil works under projects funded by multilateral
organizations such as ADB/AIIB/IsDB and particularly World Bank .
HELP/SD-2
HELP/SD-4 Hydrogeological
Consultant
Postgraduate in Hydrology or Hydrogeology/ Earth Sciences or relevant
fields.
Minimum 15 years of professional experience in any government/ semi
government/ autonomous sector or in any development projects on
hydrogeological issues of water sector and water resources management.
At least 10 years of relevant working experience in dev*elopment project
especially on surface and ground water resources develbpment for water
supply and hydrogeological investigation.

7 years of working experience in public procurement in government/ semi
govemment/autonomous body or in any other donor agencies funded

Consultant
Masters in Mass communication and .lournalism/Public Relations/Business
Admilistration Marketing/Political Science or any other relevant subject.
At least l0 years of professional experience in any government/ semi
governmenV autonomous sector or in any development projects on
stakeholder consultation, communication, mobilization, engagement, policy
and advocacy etc.
Minimum of 5 years of professional experience as a consultant in World
Bank-firnded or other development parfirer-funded projects, specifically in
communication and related activities.The consultant will be selected in accordance with the procedures set out in "The World Bank Procurement Regulations
for IPF Borrowers" July 2016 (Revised September 2023).
The attention of interested Consultants is drawn to Section Itr, paragraph,3.l4,3.16 and 3.17 of the World Bank's
"Prgcurement Regulations for IPF Borrowers" Jrtly 2016 (Revised September 2023), settng forth the World Bank's
policy on Conflict oflnterest.
The Host and Rohingya Enhancement of Lives Project (HELP) now invites eligible applicants to express their interest
in providing the requested services. Interested applicants should submit relevant information demonstrating their
qualifications, including a complete CV, academic records, details of similar assignments, training, and other relevant
