| Brief Description of Assignment |

The Description of the assignment including Terms of Reference (ToR), The Standard Document of Request for Application (SRFA) for the positions - (1) Senior Monitoring and Evaluation Specialist (Package no.S-36G), (2)Senior Procurement Specialist,(Package no. S-36H), (3) Junior Financial Management Specialist,(Package no. S-40B,40C), (4) Quality Assurance Specialist (Package no. S-36 B1); 5.Faculty Professional Development Specialist (Package S-36 D1); 6. BdREN Technical Specialist, (Package S-36 C1); 7. Research Coordination Specialist (Package no. S-36 E1) will be found on the HEAT Website (https://heat.ugc.gov.bd) and UGC Website (https://ugc.gov.bd). It may also be collected from the Project office during office hours. |
| Experience, Resources and Delivery Capacity Required |

1. Senior Monitoring and Evaluation Specialist (Package no. S-36G) (Position-01): (a) Master’s degree with honors in Statistics, Economics, Development Studies, Public Administration, or B. Sc. in Engineering. (b) PhD in Economics or Statistics will be preferred.
(2) Senior Procurement Specialist, (Package no. S-36H) (Position-01)-At least Bachelors in Engineering, or Masters in procurement/commerce or other relevant fields. Professional certifications/degree in Procurement from any recognized institution will be given preference.
(3) Junior Financial Management Specialist, (Package no. S-40B,40C) (Position-02)-At least Master’s degree in accounting/Finance or MBA or equivalent degree. However, a professional accounting degree (CA/CMA/ACCA) or internationally recognized professional accounting certificate will be considered as added qualification.
(4) Quality Assurance Specialist (Package no. S-36 B1) (Position-01)-At least post-graduate degree in any discipline from a recognized higher education institution of the country or abroad. PhD degree will be considered as an additional qualification.
5.Faculty Professional Development Specialist (Package no. S-36 D1) (Position-01)-Postgraduate degree in any discipline from a recognized university in Bangladesh or abroad. Candidates with PhD degree will be preferred.
6.BdREN Technical Specialist, (Package no. S-36 C1) (Position-01)-BSc (Eng.) in Electrical/ Computer Science/ Applied Physics/ Data communication /Telecommunication/MBA from a reputed university of Bangladesh or abroad. MSc (Eng)/PhD degree will be considered as an additional qualification.
7. Research Coordination Specialist (Package no. S-36 E1) (Position-01)-PhD degree in any discipline from a recognized higher education institution of the country or abroad. |

HEAT now invites eligible applicants to express their interest in improving the services mentioned above. The applicants are requested to submit Curriculum Vitae (CV) (One hard copy and also a soft copy through email in word file) in prescribed format along with copies of certificates, one recent passport size photograph and expected remuneration. Consultant will be selected on the basis of the qualifications and experiences as mentioned above. Expression of interests shall have to be submitted by 27 February, 2025 within 3.00 pm in sealed envelope to the office of the undersigned and be clearly marked as “Expression of Interest for the position of (Package No.........)
Interested applicants may obtain further information from the Project Office during office hours on any working day before the closing date and time. The Consultant will be selected in accordance with the Public Procurement Act- 2006 and the Public Procurement Rules 2008 (as amended).
