INFORMATION FOR APPLICANT
|
Brief Description of Assignment |
: |
The Gender Specialist will carry out the following main activities:
• Oversee all activities/tasks related to Gender and Gender-Based Violence (GBV) issues, including their timely implementation, quality control, ensure compliance with the Project Environmental and Social Commitment Plan (ESCP).
• Revise and update the Gender Action Plan, GBV Action Plan, GBV Risk rating/assessment as and when required and oversee the approval of these instruments from competent authority.
• Coordinate with the Service Providers (SPs), GBV Service Providers and other authorities for implementation, monitoring, and supervision of Gender and GBV Action Plans in the field.
• Carry out periodic Gender and GBV related stakeholder engagement activities detailed in the Stakeholder Engagement Plan (SEP) and provide inputs for updating the SEP as and when required.
• Provide periodic and incident reports on the implementation status on Project Gender Services, GBV Response Service and GBV Action Plans as well as GBV cases/incidence and follow up on the same.
• Ensure proper management of GBV cases through the global GBV Information Management System (GBVIMS).
• Implement the Gender/GBV specific Grievance Redress Mechanism (GRM) (included in Project GRM) and provide reports as and when required.
• Coordinate with GBV Service Providers in the issue of reviewing and taking necessary actions on Gender/GBV related complaints received through Gender/ GBV GRM (included in Project GRM).
• Ensure the Gender/GBV obligations, including Code of Conduct (COC) of the SPs/NGOs as mentioned in the Contract Agreement and will monitor the application of the same, especially cases of equal opportunity, safe workplace, and other Gender and GBV issues.
• Plan and organize trainings (Gender, GBV, workplace safety, GBV GRM) related to Gender/GBV issues to raise the capacity and awareness of the SPs/NGOs, field level staff and other relevant stakeholders.
• Act as liaison and focal point of contact between SPs/NGOs and PIU on any Gender and GBV related issues.
• Ensure application of GBV Health Response Protocol including psychosocial counselling, mental health support and related services.
• Advise and assist in developing Behavioral Change Communication (BCC) strategy and materials, carrying out community-based activities, inter-personal communication, and counseling workshops on gender and GBV issues.
• Provide advice related to Gender/GBV issues to the SPs/NGOs and other stakeholders. Such advice would include coordination with other governmental organizations, UN agencies and NGOs working at sites, GBV Service Providers strategies to address major social issues and complaints, handling grievances and enhancement of Gender capacity of PIU.
• Any other task assigned by the PD/PIU. |
Experience, Resources and Delivery Capacity Required |
: |
a. Academic: Masters in Sociology, Gender Studies, Human Resources, Anthropology, or any other related subject.
b. Experience and Skills:
• Minimum 15 (Fifteen) years of work experience of which at least 10 (Ten) years working with a Development Organization in the field of Gender/ Gender related issues, mainstreaming gender into skills development, social safety net programs to promote gender equity, including designing and facilitating training on gender, gender audit and/or gender program analysis, and gender targeted support.
• Familiarity with World Bank Environmental and Social Framework and Standards (ESF, ESS) as well as Environment, Health and Safety Guidelines (EHSG).
• Knowledge and understanding of GoB Laws, Acts and Regulations regarding Gender, GBV, GBV service provisions;
• Familiarity with One Stop Crisis Center/ Cell operations, and government referral protocols on GBV response
• Practical experience in handling Gender and GBV related issues;
• Experience in communicating and interacting with GBV Service Providers
• High level of proficiency in written and spoken English and report writing; and
• Proficient in use of MS Word, Excel, Power Point.
• Demonstrated knowledge and proven successful ability to conduct gender analyses and gender integration programming.
• Clear knowledge and understanding of social norm and gender strategy for promoting an enabling environment with special focus on inclusion, gender related norms, community engagement and so on.
• Demonstrated awareness of Social Norm strategy for promoting an enabling environment and responsiveness to gender and social issues in cross-cultural contexts.
• Proven ability to successfully design and facilitate participatory training and workshops.
• Ability to communicate effectively with people on all levels both inside and outside the organization on issues that could be complex or sensitive in nature.
• Sound knowledge of SOGI, GESI, SEA/SH, Social Protection, CRC, PSEA, safeguarding, SASA Together, SBCC, etc.
• Should have work experience in concerned division and local level language proficiency for ensuring better communication with beneficiaries.
• Extensive professional knowledge on community dynamics, leadership structure, cultural sensitivity and inclusivity for promoting an enabling environment and responsiveness. |

The Project Director now invites eligible applicants to indicate their interest in providing the services. 6. The consultants will be selected using the selection of Individual Consultant in accordance with the current World Banks Procurement Regulations for IPF Borrowers, September 2023, and Public Procurement Rules, 2008.
7. The services will be commenced immediately after selection at Project Implementation Unit (PIU), Dhaka, Bangladesh. Consultants contract duration will be 48 (Forty-eight) months (project tenure) with possible extension of service subject to satisfactory performance to be evaluated yearly. |
