13.1 The consultancy services of 03 categories of consultants for drilling of Project-1, Project-2, Project-3.
13.2 Categories of consultants with estimated man-month are as below:

13.3 The Terms of Reference of the Consultants are as follows but not limited to:
• Drilling Supervisor mainly shall:
i) assist to prepare/finalize the tender document for drilling of well no. Sylhet-12 (oil well);
ii) prepare/finalize drilling programs; supervise entire drilling operation (including remedial works, if required); & supervise third party engineering works for all of the projects mentioned in this REOI.
• Petroleum Geologist mainly shall: assist in finalizing drilling, mud logging, wireline logging & coring programs; provide well prognosis; & supervise mud-logging, wireline logging and coring operations for all of the projects mentioned in this REOI.
• Petroleum Engineer (Completion) mainly shall: supervise wireline logging operation; finalize DST & production testing programs; finalize well completion programs; & supervise running in completion for all of the projects mentioned in this REOI.
The consultants shall also require to assist the company in any other technical matters related to their fields of expertise.

| Experience, Resources and Delivery Capacity Required |

Upon receipt of EOIs, the consulting firms that are deemed well suited to perform the assignment will be short-listed. Thereafter, Request for Proposal (RFP) document will be issued to the short-listed firms. EOIs will be evaluated based on the following experiences, resources, and delivery capacity.
Information/documents for shortlisting of consulting firms:
• The consulting firm/JV shall have at least 15 years of experience (in case of JV, each member should have at least 15 years of experience) in providing consultancy services in oil & gas sector.
• The consulting firm/JV (experience of all partners jointly) shall have experience in minimum 05 nos. of oil wells and 05 nos. of gas wells related drilling projects in minimum 02 overseas (other than the firm’s own country) countries in last 10 years.
• The consulting firm/JV (experience of all partners jointly) shall have experience in providing consultancy services for drilling at least 05 nos. of oil/gas wells with minimum depth of 4000 m TVD including 03 directional wells in last 10 years. The consulting firm must have in their payroll or have agreement/arrangement with minimum 3 (three) qualified & experienced personnel for each category of consultants with documentary evidence, who will be available for providing consultancy services under the project during the period April 2025 to December 2026 (Expected).
• The firm’s registration certificate; Memorandum of Association (if it is a company); profile (i.e. established time, management, no. of employees, no. of qualified engineers, firm’s specialty, track record etc.); printed brochure; ISO 9001 certificate.
• Details (along with client reference) of providing consultancy services for similar conditions (i.e., similar scope, government/semi government employer, geography etc.) for the consulting firm/JV in last 10 years.
• Number of years for experience of the consulting firm/JV shall be counted backward from the EOI submission date.
• Audited financial report (for the last 03 years) & latest annual report of the consulting firm.
• In case of joint venture, joint venture agreement/letter of intent shall be executed on a non-judicial stamp (BDT 300 in value).
• Valid documents in support of above-mentioned requirements must be submitted with the EOI.
Firms failing to comply with the above requirements will not be taken into consideration.

- Consulting firms from all over the world except those who are not having diplomatic relation with Bangladesh are eligible to submit EOI.
- The advertisement of EOI along with Sample Format for EOI Submission is available on the websites of Petrobangla (www.petrobangla.org.bd), Bangladesh Public Procurement Authority (www.cptu.gov.bd) and SGFL (www.sgfl.org.bd).
- Interested consulting firms are requested to submit EOI in accordance with aforesaid Sample Format along with required supporting documents. Consulting firms may also submit EOI in their own format and may attach any other supporting documents related to the consultancy services.
- Curriculum Vitae (CV) of individual consultants (i.e., Drilling Supervisor, Petroleum Geologist & Petroleum Engineer (Completion)) are not required at EOI stage.
- EOI (1-original & 2-copies) in sealed envelope must be submitted within the deadline (EOI closing date & time) at the following address: Deputy General Manager (Procurement), Sylhet Gas Fields Limited, Head Office, P.O.-Chiknagool, Sylhet-3152, Bangladesh
Any applications submitted later than the specified date and time will not be entertained.
- EOI submitted by e-mail will not be accepted.
- In case of any unavoidable circumstances such as strike, civil commotion, Govt. declared holiday etc. EOI submission date will be the following working day.
- The Procurement method will be conducted in accordance with the procedures set out in the Public Procurement Act, 2006 and Public Procurement Rules, 2008 of GoB.
