Brief Description of Assignment |
: |
The brief description of assignment regarding on "Establishment of a modern insulator and sanitaryware factory providing value-added insulator and sanitaryware products by introducing energy-efficient and environment-friendly technology"for the TEFS for consultants responsibilities/ assignments are furnished which are included, but not limited to the following.
1. Examine and carry out the site investigation, site survey, proposed plant location (including aerial map), raw material study, sources of power and energy availability, and sources of utilities, study of transportation facilities, study of existing facilities and other related study for preparation of tender documents for the proposed project.
2. Prepare and provide standard technical specification of the equipment, plant layout plan, estimated cost and special condition for the proposed project. Prepare and provide preliminary standard tender documents for EPC contracts for the proposed project.
3. Provide conceptual design, drawing, codes and standards of machineries & equipment in the submitted report and ensure compliance with Client’s as well as legal requirements.
4. Prepare and provide guideline for Standard Tender Documents (STD) for Engineering Procurement and Construction (EPC) Contracts (Preliminary) for the proposed project.
5. Provide Environmental Impact Assessment (EIA), Environment Management Plan (EMP) & Rehabilitation Action plan (RAP) reports related to proposal submission.
6. Provide market/demand analysis and Risk analysis and risk mitigations of the project.
7. Provide standard guideline and checklist to check whether all machineries and equipment are made as per Technical Specifications, Codes and Standards.
8. Provide standard guideline and checklist to check and monitor whether construction, probable supplies, receivables at plant site, erection and installation works of the proposed project are made accordingly.
9. Provide standard guidelines and checklists for certifying the mechanical completion of the project component individually.
10. Provide standard guidelines and checklists to examine the performance of (individual) equipment and monitor all critical steps leading to the final acceptance of the project.
11. Provide standard guideline and checklist to monitor and certify whether the pre-commissioning and commissioning of the equipment are carried out as per client’s requirement.
12. Provide standard guideline and activity checklist to inspect the implementation activities of EPC Contractor(s) of client up to handing over the project to the client.
13. Provide standard guideline for Performance Guarantee Test Run for certifying the EPC’s PGTR report.
14. Provide manpower organogram and calculation of manpower salary with allowances for project implementation and operational period.
15. Provide estimated cost breakdown of each item including land value to develop the project in the Techno-Economic Feasibility Study.
16. Perform other assignment as per schedule of requirements. Finally furnishing a detail technical, financial and commercial viability study report as per Planning Commission format.
17. Provide strategic plan for business continuation, sustainability & recovery.

Experience, Resources and Delivery Capacity Required |

Experience
16.1 Background of Firm(s) / organizations with a detailed brochure to be submitted along with authentic document and proof of each credit criteria (any statement without such evidencing documents will be of no use) mentioning their facilities and areas of expertise such as registration certificate, registered address, legal status and pending litigation (if any). Experience certificateson their letterhead pad mentioning name with designation and contract details (Phone no, e-mail etc.) of the issuing person. Without such evidences the proposal shall be rejected.
16.2 Experience as a consulting firm in design, development, and preparation of feasibility study reports for at least 05 (five) industry-related projects, including at least 01 (one) project each in sanitaryware, insulator, tiles, glass and fire bricks production factory within the last ten years, counting backwards from the date of publication of the EOI notice.The EoI should contain the following information and documents to demonstrate its legal status, qualification and experience:
• Professionals with a mixed set of skills, educational background and experience in the relevant fields that included in the field of assignment;
• Name and background of the firm with general and similar experiences including firm’s brochure;
• In case of intention of forming association in the form of JV or sub consultancy (local/foreign), the name of them with relevant experience in specific assignment;
• Copy of the registration certificate with professional body;
• List of relevant professional staff with mentioning their qualification and experience;
• Summary on experience of the firm in similar assignment completed during last 10 (ten) years, client name, contract value, and details of the task;
• Availability of resources and demonstration of capacity to carry out the assignment should mention in the EoI;
• Submission of the copies of all legal documents that the firms hold to carry out his business including updated Trade license, VAT/IT registration certificate;
• The Consultant Firm will submit audit reports of previous three financial years to demonstrate the financial capacity.
Resources and Delivery Capacity Required
16.3 Availability of appropriate experienced and professionally qualified persons / experts among the staff and resources to carry out the assignment (CV of each experts with photocopy of certificates must be submitted).
16.4 Having an average annual financial turnover of at least Tk.03 (three) crore for the last 03 (three) years.
16.5 List of the experts in techno-economic feasibility study (TEFS) on "Establishment of a modern insulator and sanitaryware factory providing value-added insulator and sanitaryware products by introducing energy-efficient and environment-friendly technology".
16.6 As such reputed local firms/ organizations are hereby invited to submit proposals completing as per following Prescribed EoI Format.-1 and it is must.

16.6.3 Demonstrate at least 01 (one) service as a consulting firm / organizations have prepared a techno-economic feasibilitystudy report for insulator and sanitaryware factory or similar projects (e.g., glass, tiles, or fire bricks manufacturing) within the last 10 (ten) years from the date of publication of the EoI notification, including the project name, value, and relevant experience. Completion certificate of the work from the clientswill be treated as proof.
16.6.4 Availability of appropriate experienced and professionally qualified persons /experts among the staff and resources to carry out the assignment (Signed CV and each such photocopy of certificates of experts must be submitted). Completion certificate of the work from the clientswill be treated as proof.
16.6.5 Having an average annual financial turnover of at leastTk.03 (three) crorefor the last 03 (three) years.
16.6.6 List of the experts for the project on "Establishment of a modern insulator and sanitaryware factory providing value-added insulator and sanitaryware products by introducing energy-efficient and environment-friendly technology". Completion certificate of the work from the clientswill be treated as proof.
16.6.7 Details of Legally authorized person (if any)
Other Details 17.1 Interested Firms may obtain further information on all working days during office hours from 10.00 hrs. to 16.00 hrs from the office of the undersigned. EoI documents can be purchased from 20/11/2024 from the office of Controller of Accounts, BCIC Bhaban (6th floor) 30-31, Dilkusha C/A, Dhaka- 1000, Bangladesh.
17.2 The language of EoI’s document and all correspondence shall be in English.
17.3 Proposal shall be submitted into 1(one) original, 3 (three) copies and 1 (one) soft copy CDR media/Pen Drive (Microsoft Word PDF). All pages must be numbered properly.
17.4 All mandatory documents duly attested by designated person must be submitted along with the EoI. If any quarries are needed for clarifications could be sending by mail.
17.5 The EoI shall be sealed properly and marked clearly on top side of sealed envelope.
17.6 EoI proposals will be received in BCIC up to 12.00 BST on, 18/12/2024 in the box reserved for receiving the EoI proposals in the office of Planning Division, BCIC, BCIC Bhaban (15th Floor), 30-31, Dilkusha C/A, Dhaka-1000.
17.7 EoI proposals will be evaluated as per the provisions of PPA-2006 & PPR 2008 of Bangladesh.
Association with Foreign firm (if any) to be provided Reputed local Firm may associate with the foreign consulting firm having similar experience in this discipline. In case of such association, JVCA as per PPR-2008 (Regulation 54) to be followed.
