INFORMATION FOR APPLICANT

Brief Description of Assignment : 2. Scope of Services: The Aquaculture and Value Chain Expert will work as a full-time member in PIU at the headquarter of DoF. The objective of this assignment is to extension of Climate Smart Aquaculture and Value Chain development of the project. He/She will provide co-ordination, technical support and services maintaining liaison with other individual and institutional consultants for Successful implement in achieving the objectives of Components 2.2. He/She will work collectively as a team member within the PIU under direct control and supervision of the Project Director in developing required outputs and the services. He/She will be responsible to the PD for the following tasks: i) Prepare detailed project reports (DPR) related to relevant project activities ii) Collection of required field level information related to fisheries production systems, value and supply chains, and markets; iii) Identify, review and analyze the main fisheries production systems, supply/value chains of fish and fishery products in selected areas; iv) Analyze the fisheries markets and functioning: structure, organization, pricing, etc; v) Identify strength and weakness of the aforesaid chains applying appropriate SWOT procedure. vi) Recommend measures to recover or improve the chains; vii) Organize and facilitate a Stakeholders’ workshop for review of the draft report; viii) Review the activities undertaken based on recommendation and recommend activities for further improvement (If required). ix) The Consultants will work under direct control of the Project Director. S/he will report directly to the Project Director and shall be accountable to the Project Director for his day-to-day activities. x) Accountable to Project Director & Any other task assigned by the Project Director/ project management as and when required. xi) Researches, conducts interviews, and writes copy for articles, press releases, reports, newsletters, success stories, fact sheets, brochures, impact statements, presentations, proposals and other informational or promotional efforts for the Project. Contribution in following Deliverables: • Inception report and work plan • Report on the conceptual framework for value-driven agricultural resilience to climate change and a feasibility report for scaling up value-driven resilience to climate change. • Quarterly reports on implementation of Component 2.2 to the PIU covering identification and strengthening selected Climate Resilience Aquaculture and value chains, mitigation measures of existing challenges in promoting climate-smart aquaculture as well as investment opportunities for resilient and sustainable aquaculture. • Develop need-based reports, case studies, technical publications, innovative financing instruments, communications and advocacy materials, etc. • Monthly progress report. Experience, Resources and Delivery Capacity Required : a. Minimum Master’s Degree in any discipline of agricultural science or fisheries/ agricultural economics or related field. 4. Specific skills and Experience: a. Must have minimum 15 years of work experience in Supply chain/Agricultural Extension/Agricultural Research/Faculty member in fisheries science in university level; b. Must have minimum 5 years work experience in planning, organizing & managing market access, agricultural supply chain or similar activities in any government/ autonomous/ non-government organization; c. Good Computer skills in Windows operating Systems (Word, Excel, Access and Power Point). d. Strong communication skills in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team. e. Minimum 15 years work experience in managing fisheries /agricultural resources management and extension or other relevant fisheries/ agricultural related positions with demonstrated leadership and managerial skill of leading a team. f. Prior experience in managing fisheries development projects as Team Leader / Project Director of donor funded project will be preferable. g. Fluency in English and Bengali language and good communication skill. 5. Climate Smart Agriculture and Water Management Project (DoF-Part) now invites eligible Applicants to indicate their interest in providing the services. The Applicants are requested to submit their: (a) CV (Curriculum Vitae), which will indicate that they are qualified to perform the assignment; (b) expected remuneration and (c) submission letter as per prescribed format. 6. The Aquaculture and Value Chain Expert will be selected in accordance with the “World Bank Procurement Regulations for IPF Borrowers (July 2016)”. It is expected that the Consultant’s service will be commence from the First week of January 2025 at Dhaka. Duration of the consultancy services would be for 9 (Nine) months, which may subject to increase based on the Extension of the Project Duration and also based on the performance of the Consultant 7. Expression of Interest (EOI) shall be submitted before/within 2 December 2024 up to 5:00 PM either in sealed envelope clearly marked “Expression of Interest (EOI) for Selection of Aquaculture and Value Chain Expert” in the email’s subject line or on top of the envelope or through email sent to the following undersigned address. EOIs received after the last date of submission will not be considered for short listing. 8. The Project authority reserves the right to accept or reject any or all EOI without assigning any reason, whatsoever.
