INFORMATION FOR APPLICANT

Brief Description of Assignment : The consulting services (“the Services”) include “Final Impact Evaluation of The Livestock and Dairy Development Project (LDDP)”. The evaluation will assess, among other factors, the project’s performance in terms of relevance, effectiveness, efficiency, sustainability, and safeguard compliance, ensuring alignment with LDDP guidelines and key project documents. It will also evaluate socio-economic impacts, gender equality, and social inclusion, while identifying challenges, lessons learned, and best practices for future projects. Key activities include desk reviews, household surveys, focus group discussions (FGDs), key informant interviews (KIIs), data analysis, and validation workshops. The specific objectives of the assignment encompass the following: a. To assess the project’s outcomes and outputs through evaluating progress toward achieving the PDO, Intermediate Result, and providing performance feedback. b. To assess and evaluate the relevance, effectiveness, efficiency, and sustainability of LDDP’s various activities, analyzing the operational status of the project and ensuring safeguard compliance in all activities. c. To assess the socio-economic impact on beneficiary households; d. Gender and Social Inclusion: Evaluate the project's impact on gender equality and social inclusion. e. To assess the satisfaction levels and feedback of beneficiaries regarding the project and services provided f. To identify and document intended outcomes, unintended outcomes, best practices, lessons learned as well as challenges experienced during project implementation. g. To evaluate the performance of implementing agencies to identify strengths and areas for improvement. h. To identify good practices and lessons learned, disseminating these and providing recommendations for enhancing project outcomes and service delivery. i. To assess the relevance and sustainability of project outcomes. j. To establish a clear framework for institutionalizing best practices within the project, ensuring their adoption and sustainability beyond the project's lifespan. k. To develop comprehensive recommendations and strategic directions for the project's exit strategy, including the planning and implementation of the second phase of the LDDP. The duration of the assignment is for eighteen (18) weeks, expected start date is February 1, 2025. The total professional key staff-months for the assignment are 27 man-months (detailed position mentioned in the ToR). Experience, Resources and Delivery Capacity Required : The Livestock and Dairy Development Project (LDDP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide updated information with documentary evidence (brochures showing core business and years in operation, copies of valid legal documents, tax payment certification, evidence of relevant experience, including similar assignments, documentation of technical and managerial capability, including qualified professionals, office facilities, and logistics, along with financial capability documentation, audited financial statements for the past 3 years, and any other relevant documents to support the required qualifications and experience) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. Organizational and Legal: The firm must have valid legal documents such as trade license, certificate of incorporation (where applicable), tax identification number, VAT registration certificate etc. 2. Minimum 10 (ten) years of progressive experience in the in the field of monitoring and evaluation work in donor funded project/program preferably in agriculture/livestock sub-sector and/or local governance sector. Experiences in process monitoring, and beneficiaries’ periodic assessment are vital requirement. 3. Specific experience: At least 3 impact evaluations for an investment project funded by international donor. 4. The firm should have in-house capacity of doing monitoring and evaluation of survey/beneficiary’s impact. Preference will be given to the organization equipped with manpower and logistics to carry out the tasks in the livestock sector and have experience of carrying out process monitoring studies and project impact assessment and mitigation. 5. Extensive experience in large-scale household survey, process monitoring, individual survey, beneficiary’s satisfaction survey, FGD, KII, case studies etc. 6. Experience in organizing workshop/briefing/validation and conducting case studies. 7. The proposed manpower must have necessary qualification and experience in the relevant field. 8. Financial Capacity: Audit reports done by the reputed audit firms for last 3 years have to be submitted along with the EOI showing the annual turnover. Key Experts will not be evaluated at the shortlisting stage.
Other Details (if applicable) : The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Procurement Regulations.
