Brief Description of Assignment |

The project will provide training to 28,800 educated job seekers youths on “Freelancing Training” in the following Districts Dhaka Division: Narayanganj, Manikganj, Narsingdi, Munshiganj, Kishoreganj, Tangail, Faridpur, Mymensingh Division: Mymensingh, Jamalpur, Netrakona, Chittagong Division: Chittagong, Cox's Bazar, Bandarban, Khagrachari, Rangamati, Noakhali, Feni, B-Baria, Rajshahi Division: Chapainawabganj, Naogaon, Natore, Bogra, Joypurhat, Pabna, Sirajganj, Khulna Division: Khulna, Satkhira, Bagerhat, Jessore, Jhenaidah, Magura, Chuadanga, Meherpur, Kushtia, Rangpur Division: Rangpur, Kurigram, Lalmonirhat, Gaibandha, Nilphamari, Dinajpur, Panchagarh, Barisal Division: Barisal, Jhalkathi, Pirojpur, Patuakhali, Barguna, Sylhet Division: Habiganj and Moulvibazar.

This is a national project with utmost importance towards the Smart Bangladesh goal, so the firm must prove that they have a solid technical background and operational strength to undertake and take this training service forward without any hindrance. Applicants must also have adequate technical ability, resource and processes, As such, the following are defined as minimum eligibility criteria: (Document must be submitted the following order)
1) The training firm should have 10 years of experience in training and 5 years of practical experience in conducting Freelancing training.
2) List of manpower with technical qualification (name, mobile number, skilled in any subject, how many years of experience) should be submitted.
3) Certificates must be submitted in favour of proper implementation of freelancing training at national and international level.
4) In addition to self-financed outsourcing work, there should be training programs under the district level, funded by government institutions.
5) The current status of the income earned by the trained youth of the organization as a freelancing entrepreneur, should be available on the organizations own website.
6) In order to conduct outsourcing activities, the head office of the organization in Dhaka and each district under the project should have its own 2 computer training labs with advanced computers. Each lab should have at least 26 computers, multimedia projectors, high speed internet and networking facilities.
7) The training centre/lab which is being run by the training institute at the district level should be submitted with suitable evidence that it is being run under the said institute.
8) There should be skilled trainers according to the needs of the organization. Trainers should be NTVQF Level-III or NSDA Level-III (Digital Marketing & Graphic Design) certified. Must have minimum 2 (two) years of work experience on specific subject and instructors must submit evidence of their Earning Profile.
9) Freelancers must have an organizations payment gateway PayPal account for fund collection and submit a minimum of 03 years of PayPal account statements.
10) At least 60% of trainees should have accommodation during training.
11) The organization has to submit an undertaking that it will ensure employment of at least 60% of the trainees among the beneficiaries of the project.
12) 05 (Five) work orders under Govt, Semi Govt, Autonomous Institutation related to training should be submitted in favour of experience in providing freelancing training at national and international level within the last 3 (three) years. Among them, any single work order should be at least 40 (forty) crores and 05 (Five) work orders should be 50 (fifty) crores in total.
13) The institution should submit the certificate of registration by the appropriate authority.
14) Up-to-date income tax, VAT and trade license certificate and up-to-date income tax and VAT payment certificate should be submitted.
15) Audit report of last 3 years and financial bank solvency certificate from any bank should be submitted.
16) A certificate from any bank in favour of having a credit line of at least TK 120 (one hundred and twenty) crore should be submitted by the organization and the issue of the said certificate should be 01(one) week before the submission of EOI. |
