INFORMATION FOR APPLICANT
|
| Brief Description of Assignment |
: |
The activities of the Supervision Engineers for supporting PMU and PD-LGED will include, but not limited to the following:
(i) Assist in the preparation of comprehensive road survey plan/methodology and design criteria in coordination with the Project Director (CRLIWM-CHT), Senior Engineer, Structural Engineer, and project districts LGED Executive Engineers.
(ii) Assist in the field survey of project roads, structures. Assist and guide surveyors and check road survey (using Total Station) during progress of alignment survey and detailed engineering survey.
(iii) Assist Road/Bridge Design Engineer to design and prepare longitudinal profile of project roads using latest Computer software and prepare computer program for such design purpose; assist to calculate earthwork volumes involved in each road works using Computer software.
(iv) Assist Road/Bridge Design Engineer for design of structures bridges and culverts including ancillary structure using latest version of design software/computer aided design; and assist to prepare special designs, if necessary, instead of standard design produced by LGED.
(v) Assist Road/Bridge Design Engineer as necessary to check in all respect of design and specifications, and checking all designs and contract documents, and prepare Bill of Quantities for each contract under the project.
(vi) Supervision and Construction Management of Physical Works.
(vii) Carry out sample on-site checks of the execution of civil works construction with regard to quality and quantity control, and provide advice on remedial actions as required
(viii) Respond to Assist Road/Bridge Design Engineer on the survey and design status of each contract and identify any critical issues that require attention.
(ix) Contribute to the preparation of training courses where necessary and assist to conduct training for LGED district and upazila staff and for local contractors, in construction methods, on-site supervision and quality control, laboratory testing procedures, and contract management.
(x) Contribute to the preparation of quarterly, annual and mid-term reports and participate in regular meetings with project implementation staff.
(xi) Assist with any other duties as may be reasonably assigned by the Project Director and agreed with the ADB.
(xii) Verify and certify all contractors bills for payment, prepare and certify all reimbursement claims for the works done under ADB fund for onward transmission to the ADB through the Project Director, LGED.
(xiii) Assist LGED district and upazila officials including contractors to establish a systematic construction procedure for different civil works set out in the specification through demonstrating and conducting on the job training.
(xiv) Assist LGED to supervise the physical works during implementation as per specification set out in the tender documents.
(xv) Carry out sample checking and monitoring of applications of on-site quality and quantity control procedures including field and laboratory materials testing by LGED supervision staff. Provide technical advice and remedial actions if required.
(xvi) Assist LGED to prepare Variation Orders (VOs) in the light of contract documents and recommend for approval, if required. |
| Experience, Resources and Delivery Capacity Required |

• Supervision Engineer will have minimum B.Sc. in Civil Engineering and minimum 5 years of relevant Experience in supervision/quality control/ implementation of rural infrastructure development projects, specifically working experience in road, bridge and drainage and ancillary works supervision.
• Experience in Chittagong Hill Tracts region would be preferred.
• S/he will be directly responsible to the Project Director, LGED for all aspects of the terms of reference with the focus on assisting project planning, roadway survey, preparation of longitudinal profiles Quality control supervision and management. and
• Reporting and other requirements as stated in the TOR. |

The duration of the contract is expected to be 75 (Seventy-Five) Months
The Project Director now invites eligible candidate(s) to indicate their interest in providing the services. Interested applicants are invited to provide information indicating that they are qualified and competent to perform the services with a complete CV having one copy of recent passport size photograph, expected remuneration and other details as required by this REoI.
• Consultants will be selected following the Individual Consultant Selection (ICS) of ADB guidelines and the Public Procurement Rules and ACT.
