INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The consulting services (“the Services”) include (but not limited to) reviewing the existing literature (policies, rules & regulations, reports, etc.) and sources of financing of microenterprises and finding out ways for widening the financing sources, collecting relevant baseline data for project indicators with definition, measurement, and calculation plan and also, state the possible counterfactual that might affect the project impact for each indicator in the future, identifying the present socio-economic, business and environmental conditions of microenterprises in different sectors and/or sub-sectors etc. |
Experience, Resources and Delivery Capacity Required |

The firm should have:
6.1 07 (seven) years of demonstrated experience in conducting any type of project evaluation/ assessment;
6.2 Experience in performing minimum 03 similar assignments (project’s baseline study/ project’s baseline survey) within last 05 years;
6.3 Experience of performing baseline study/ baseline survey under the World Bank/ UN funded projects will be added advantage;
6.4 Experience of conducting baseline study/ survey for Microenterprise-development related projects will add value;
6.5 Strong financial capability to carry out the assignment (Balance sheet, Statement of cash flows, profit & loss statement etc. of the last 03 completed financial years are to be submitted);
6.6 Valid Trade License, TIN, and VAT Certificate;
6.7 Availability of assignment related professional skills among staff and availability of necessary logistics (e.g. vehicles, office equipment etc.)
Notably, Curriculum Vitae (CV) of the staffs/ experts is not required at EOI stage. |

The assignment will require an estimated of 28 professional staff-months as per the assignment requirement mentioned in the Terms of Reference (TOR). The assignment will require work for 06 (six) months over a period of 01 (one) year. The assignment is expected to be started from October 2024. The detailed Terms of Reference (TOR) for the assignment can be obtained from the PKSF website (www.pksf.org.bd/tender).
The Palli Karma-Sahayak Foundation (PKSF) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General experience, Experience in similar assignments, Experience in conducting similar studies under multilateral development partner (The World Bank/ UN agencies) funded projects, and Experience of conducting baseline study for Microenterprise-development related projects. However, Key Experts will not be evaluated at the shortlisting stage;
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations.
