| Brief Description of Assignment |

Brief Description of the project and summary of requirement:
The total number of Toll Plazas on the expressway is 06 (Six) with 14 (Fourteen) Nos of toll booths will be installed. Each toll lane, toll systems will be facilitated with automated/touch-n-go/ETC / RFID based facilities to ease traffic queue along toll plazas. All tollbooths will be equipped with both manual and automated payment systems. All major payment systems should be supported.
Central monitoring system and core equipment for toll management system will be installed at the central building. While all data cabling using fiber cable will be drawn from this central building a long both sides of the expressway, power supply to each toll plaza (and hence toll booths) will be drawn from the nearest power distribution center of the respective toll plazas/booths.
All toll plazas and booths will also be under central CCTV surveillance system, which will be monitored from central building. Number plates of all vehicles passing through toll booths will be auto detected, recorded (for audit purposes) and classified accordingly as per BRTA definition; toll will be collected according to vehicle classifications and rate defined by CDA.
The toll management system will be operated and minor maintained for 5 (five) years.
Detailed scope of service includes but not limited to the following:
1. Supply, and installation of a proven, Off-the-Shelf, Modern Real-Time, Web-based, On-Line, Centralized Toll collection System using a proven, commercially supported, non-open source based database (such as Oracle, Microsoft SQL etc.) supports access to BRTA vehicle database for automatic vehicle classification which can be monitored (all transaction including transaction amount and vehicle footage) Real-Time simultaneously from central building and monitoring center, toll plazas, CDA Head Office monitoring center;
2.Supply and Installation of all related Hardware, Software and Network along with setup of requisite POS Terminals, Data Center at central building with backup facilities including power supply equipment at all the Toll Plazas (currently 06 in total).
3. Supply, Installation, maintenance and operations of all related Hardware, Software, Network to manage traffic including Automated Toll Barriers, Lane Processors along with Display, Indoor & Outdoor IP Cameras (including ANPR & NVR) etc.
4. Supply, Installation, maintenance and operations of required hardware and software at Central Data Center at central building including Central Servers, Backup Server and all related hardware and software.
5. Supply, Installation, maintenance and operations of all related Hardware, Software, Network along with setup of requisite RFID/ETC/related equipment for automatic toll collection.
6. Supplying of all required items including furniture, related other facilities for operation of each tollbooth, toll plazas, central building provision of all types of staff accommodation.
7. Maintenance of the system, beautification of the toll plazas (already constructed by CDA) and provision, installation and maintenance of electronic billboards along the expressway will be part of responsibilities of the toll management provider.
8. Supply of all CCTV Surveillance Camera for all Tollbooths and Toll Plaza with other related accessories.
9. The customized software shall have provisions to generate toll collection reports for CDA on a daily/weekly/monthly basis or on demand at any time.
10. The customized software shall have provisions for auto calculation of Toll and have provisions of adjustment of Toll fee in case of any change made by the Government from time to time. Subscribers will be able to get toll receipts/tickets from the Tollbooths. The Vehicles shall be automatically classified as per the BRTA database. In this case, the service provider shall take necessary steps and supply all equipment and network at BRTA end for obtaining the data on real time basis.
11. The service provider shall develop and maintain on-line system(network) with respective RFID offices and banks so that CDA officials can instantly cross check the money deposited before making endorsement.
12. CDA shall provide Toll Booth(s) and space for Bank Booth/Bank Authorized Agent Booth to deposit the Toll at central building.
13. Reconciliation of fee shall be made monthly between CDA, Service Provider and Bank(s), financial institutions. CDA official(s) will have access to operator local collection offices at any time in this connection as and when required.
14. Networking with the Bank/mobile payment gateways for Auto Transfer of Collected Toll.
15. Ensure total backup support and supply of necessary equipment/Spare parts from ready stock for smooth operation of toll management and collection system on a 24/7 basis.
16. Ensure uninterrupted electricity flow through PDB connection and backup generator for central command center and all toll plazas.
17. Minor maintenance of expressway (Example: Cleaning, painting, road marking, replacement of electric bulbs etc.).
18. Patrolling and Monitoring on expressway using 2 (two) Nos. Double Cabin pickup to ensure safety and security. 1 (one) No. Double Cabin pickup shall be utilized as patrolling and monitoring for Toll Operation related persons and the other one shall be utilized for Ansars.
19. Technology Transfer during and at the end of engagement by the service provider. |
| Experience, Resources and Delivery Capacity Required |

• The Firm should be nationally or internationally reputed.
• Interested service provider must provide information indicating that they are qualified to perform the services (Registration Certificate, Registered Address, Legal Status, Brochures, description of successfully completed similar assignments during the last 10 (Ten) years, experience and successfully completed similar conditions during the last 10 (Ten) years, average annual turn-over of the last 5 (five) years, availability of appropriate skilled staff etc.
• General experience of the firm/JVCA (Lead partner or other partner or consortium partners or association members) with general experience of minimum 5 (Five) years in computerized toll collection system.
• Background of the organization(s) with general experience in related works and overall experience including company's brochure.
• Experience of the organization(s) in similar assignment as follows; Completed similar projects during the last 10 (ten) years Project.
1.Experience In supply, Installation, Testing, Commissioning and Operation & Maintenance (O&M) of a Proven Off-the-Shelf Modern Real-Time Web-based On-Line Centralized Toll collection System of bridge / flyover / highway / expressway with a minimum value of BDT 17.5 Crore in a single contract completed over a period of last 10 (ten) years.
2. Availability of the appropriate skilled staff (list of relevant professional staff including their qualification & experience in similar nature of works) such as Operational Director, System Analyst cum Project Manager, Programmer cum Software Engineer, Database Administrator, Network Engineer, System Maintenance Engineer, Financial Specialist etc.
3. Average annual turnover shall be submitted over the last 5 (Five) years.
4. Interested service Providers must provide Company's incorporation certificate, Trade license, VAT registration certificate, IT certificate and administrative / managerial structure with company's organogram with list of staff, Membership Certificate from Bangladesh Association of Software and Information System (BASIS) or ISO certification in software development and maintenance and at least CMMi Level 3 certification in software development and maintenance or incorporate equivalent membership of similar certificate in that line. |

Submission of EOI shall be in closed envelope mentioning the name and address of the applicant, EOI ref. no. & date addressing the EOI issuing authority in 2(Two) copies; 01 (One) marked as “ORIGINAL” and other as “COPY” in separate envelope in the form of bound book, both the “ORIGINAL” and “COPY” shall be inside a single envelope. The applicant shall put the page number on EOI documents serially and authorized person shall sign on every page.
