INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
To Design, develop, and implementation a integrated telecom service management platform (ITSMP) for BTRC. The objective of this system is to ensure proper management of the telecom services by setting up a fully dynamic web-based system ITSMP, where the licensees will provide required data and information for their respective services, thus BTRC will analyse various types of data and service applications which will help to formulate new policy and directive or modify existing one in order to provide better services to the citizen. (a) Must submit valid (updated) Trade License, TIN, VAT, Incorporation & updated income tax Certificate.
(b) The Tenderer shall have Local/International IT Company/firm having minimum 10 (ten) years of overall experience in the role of contractor or sub-contractor or management contractor.
(c) The International Tenderer may appoint and mention minimum one (01) to maximum three (03) local entity/entities (principals).
(d) The number of working partners in case of joint venture (if any) will not be more than 03 (three). In this case, experience for the firms shall be minimum 08 (eight) years for Lead Partner and minimum 05 (five) years for other Partners. Eligibility criteria must be meet by the lead firm. Other partner shall have experience in related services.
(e) Firm should have ISO 27001:2013, ISO 9001:2015 and CMMI L3 certificates.
(f) In case of local Tenderer, Firm must submit their BASIS Membership Certificate;
(g) The firm must have working experience of minimum 5 web-based applications with Govt., Regulatory Body and with corporate sector. Valid proof of experience, offline or online application/system/software.
(h) Bidder shall have at least 1 (one) contract of similar nature, complexity and methods/ technology within last 5 (five) years with a single contract value of at least 0.25 million USD (or equivalent BDT).
(i) The required average annual turnover of the bidder shall be at least of the amount of 1 (one) million USD (or equivalent BDT) for best 3 (three) years in the last 5 (five) years.
(j) Must submit the previous 3 (Three) year’s financial audit report showing annual turnover. Minimum turnover should be Tk. 2.5 million USD (or equivalent BDT).
(k) The minimum amount of Liquid asset/Line of Credit of the firm shall be TK. 0.5 million USD (or equivalent BDT). (Certificate for providing available liquid asset must be issued 03 (Three) months from the date of tender submission).
(l) Bidder shall provide necessary evidence including previous completion certificates to comply with the eligibility of bidder.
(m) Submit the hardware requirements in detail in accordance with ITSMP specifications and justify the choice.
(n) Showcase a plan to implement robust network/cyber security measures for ITSMP.
(o) Present a detailed plan mentioning resource allocation to ensure project completion timeline.
(p) Submit block diagrams of different stages of ITSMP implementation and Gantt Chart

Submission the EoI should be made in closed format bearing the name and address. EoI No. & date and be addressed to the EoI issuing authority in 07 (Seven) copies in English including 01(One) “ORIGINAL” in separate packet and in the form of book binding. Both the “ORIGINAL” and “COPIES” shall have to be covered withing single packet. The bidder shall have to mention the page number serially in every page of submitted EoI Document. also EoI relevant documents (Soft Copy) should be saved in a pen drive and submitted.
Late submission will be rejected.
