Brief Description of the Assignment:
The proposed Hotel, Motel, Resort, Rest-House, Guest-House and Restaurant Automation System (EHMS) will be used both by Ministry of Civil Aviation and Tourism (MOCAT), all the Office of the Deputy Commissioner, UNO Office and all its stakeholders regarding registration, License, License renewal and other related issues. The Consulting Firm will be responsible for design, development, implementation and maintenance of EHMS for MOCAT. Details descriptions written in TOR.

Experience, Resources & Delivery Capacity Required:
1. Minimum 8 years general experience in ICT business as a registered company/entity in Bangladesh;
2. Must have experience of a minimum of 5 (ongoing or completed) projects with the Government/ Semi-Government Organizations/Multinational Companies of Bangladesh in the last 3 years with at least 3 completed projects with a completion certificate;
3. Must have practical experience in developing at least 1 (one) national/international scale solution for the government of Bangladesh/multinational company that manages the data of a large user base in the last 3 (three) years with completion certificates;
4. Software implementation training experience in all divisions of Bangladesh or international level shall be getting the preference. Firms must submit their contract and completion certificates;
5. Experience of developing (at least one) application for the government of Bangladesh/multinational company in the last 3 years which has Data Driven Dashboards. The solution should have implemented multi-level user access and multi-level Geo-location mechanism (meaning, the dashboard will show different data to different groups of users from different Geo levels);
6. Must have experience in developing highly secured mobile applications (both Android and iOS) for the government of Bangladesh/multinational company that supports data encryption and end-to-end secure protocol in the last three years;
7. Must have work experience in government/semi-government/multinational company with a minimum contract value of 03 (Three) Crores in a single contract over a period of the last 03 years with ongoing/completion/performance certificate will be attached;
8. Must have updated ISO 9001 & ISO 27001 certification;
9. Must have updated BASIS & BCS Membership Certificates. Membership of the Chamber of Commerce shall be getting the preference;
10. In case of company the applicant must be registered with RJSC (Applicable for Joint Stock Companies & Firm), must have updated Trade License, updated Income Tax Certificate, updated VAT Certificate and TIN certificate;
11. The Company/firms should have experience of software development which would maintain the standard for compatibility SQTC testing assessment certification from Bangladesh Computer Council (BCC). Certificate issued by BCC should be submitted along with the proposal;
12. Yearly average turnover of the firm shall be at least Tk. 8 (Eight) Crore for the last 03 years audit report by a registered Audit firm; and must have at least BDT 03 (Three) Crore as original copies of Working Capital/Liquid Asset /Bank Credit facilities to carry out the project;
13. Should have minimum of 50 (Fifty) full-time ICT personnel in company payroll related to system analysis, design, development, integration, testing, QC, training, Network engineering, implementation engineering and Data Entry Operator;
14. The bidder should have their own office and a strong presence in Dhaka with well-equipped office, company expertise, strength and experience, core functions, products and services, logistic capacity to carry out this assignment.

9. Last 03 (Three) Years of Audited financial reports of the firm(s)
10. Project completion certificates for 03 (Three) software projects in last 3 years
11. SQTC testing assessment certificate
12. Association Membership certificates are preferable but updated BASIS and BCS membership certificates are a must here
13. Updated ISO 9001 & ISO 27001 certificates
14. List of ICT personnel including their Name, Designation, Mobile no., Email, Joining date, Project experience and role, Academic background and Expertise
15. EOI shall be submitted in a sealed envelope, delivered to the address of the undersigned. The Firm must submit 01 (One) Original + 01 (One) Copy of the EOI Proposal.
