The demand for natural gas in Bangladesh has increased due to rapid economic growth, and it will continue in the future. Because of the decline in the production of indigenous natural gas, Bangladesh is importing liquefied natural gas (LNG) since 2018 to meet up the gas demand. So far, the Government of Bangladesh has established long-term plans for each energy sub-sector, such as the Power System Master Plan 2016 (Revisiting PSMP2016), the Energy Efficiency and Conservation Master Plan (EECMP2016), and the Gas Sector Master Plan (GSMP 2017). The integrated Energy and Power Master plan is in the final stage. To cope with the master plan it has become necessary to review the long-term plan for Construction/Reconstruction/Design/Redesign of the gas pipeline network of Gas Transmission and Distribution Companies with an innovative automation system.
For this, the Client ‘PETROBANGLA’ under the Ministry of Power, Energy and Mineral Resources, Bangladesh has committed to the implementation of Gas Pipeline Network Master Plan (GPNMP) project by associated reform and modernization of the existing infrastructures and organizations by engaging Consulting Firm.
The EOI and Terms of Reference (TOR) document will be available on the website of Petrobangla (https://www.petrobangla.org.bd).

| Experience, Resources and Delivery Capacity Required |

The applicant should have the following experiences:
? 15 years overall experience in Consultancy services;
? At least Ten (10) years experience in Consultancy works related to oil and gas infrastructure and similar assignments of managing procurement, Designing, Installation, feasibility study, automation in utility sectors;
? Consultancy works related to Hydraulic Modeling and analysis of gas system;
? Consultancy works related to Gas Sector Development Plan;
? Consultancy works experience in South-East Asia.

The expression of interest must comprise the following:
i) Covering letter.
ii) Letter of Association/JVCA (if any)
iii) Company profile (Registration Certificate with professional body)
iv) Experience details as mentioned above.
v) Bank solvency certificate.
vi) Availability of appropriate skilled staffs list of relevant professional, their qualification and experience.
vii) Audit report/ Turnover report for last 3 years.
Only short-listed consulting firm will be called to participate in the request for proposal (RFP).
Interested consulting firms will be required to submit the EOI (3 copies), One (01) Original, and Two (2) copies in closed envelop marked with “EXPRESSION OF INTEREST (EOI) FOR SELECTION OF CONSULTING FIRM” on all working days (Sunday to Thursday) between 0900 and 1600 hrs. (BST) at Strategic Planning and Resource Mobilization Division, Petrobangla, Level-4, Petrocenter, 3 Kawran Bazar C/A, Dhaka-1215 before the EOI closing date & time with soft copy.
Any application submitted later than the specific date and time or submitted through e-mail/fax will not be entertained.
