INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The project includes widening of the existing 13.40 km at-grade road and construction of 15.31 km long new elevated road/expressway over the haor area including associated facilities. The principal roles and functions of the Consultant shall include but not limited to:
1. Review, Update and Finalization of Resettlement Action Plan;
2. Implementation of Resettlement Action Plan;
3. Assist in collecting Cash Compensation under Law (CCL) from DC offices:
4. Assist in land acquisition and utility shifting activities as well as provide logistic support during the survey/' field verification conducted by DC office and other relevant government organizations;
5. The Firm/NGO will carry out, where needed, additional census and Inventory of Losses (IOL), if required for verification;
6. Prepare supplementary LAP during implementation for any "left out" land/plots or disputed area required for project implementation;
7. Assist in computerization and copy of DC office data (calculation sheet. DC Award, share determination etc);
8. Identification of entitled persons (EPs) and render assistance to EPs to participate in grievance redress committee (GRC), preparation of EP file, preparation and issuance of entitlement card, preparation of payment statement etc;
9. Disbursement of resettlement benefits;
10. Provide any resettlement-related technical services required by the PIU of the Executing Agency (EA);
11. Preparation of monitoring and supervision reports to PIU of EA as agreed in the contract;
12. Submission of Project Completion Report (PCR) and detailed statement of expenditure against payment to the affected persons (APs) and EPs;
13. Disseminate of information on the project and resettlement policy to the Project Affected Persons (PAPs) and others (community groups, local administration, etc.)

| Experience, Resources and Delivery Capacity Required |

BBA now invites eligible Applicants (Firm/NGO) to indicate their interest in providing the Services. Applicant should provide information demonstrating that they have the required qualifications and relevant experience to provide the Services. In case of NGO, Applicant shall be non-profit human welfare organization and shall be registered in Bangladesh. For short listing of Consultant (Firm/NGO) the following criteria would prevail:
(a) Core business & years in business:
-At least 10 (ten) years’ proven track record in the field of socio-economic development activities, land related survey, resettlement related activities in development projects.
(b) Relevant Experience
The Firm/NGO must have experience in implementation of at least 02 (two) Resettlement Programs in Bridge/Highway/Railway development Project in the last 08 (eight) years in Bangladesh
(c) Technical and managerial capability
Availability of adequate number of Key-professional: Resettlement Specialist, Land Acquisition Specialist, Gender Specialist, MIS Specialist and Area Manager etc. & other relevant managerial personnel including organizational structure etc.
(d) Financial capacity/soundness
(Financial performance & Financial situation)
-Type of Financial information for evaluating financial capacity/soundness of applicant shall be: Net Worth , Working Capital, Total Revenue, Profits/Fees , Cash Flow from Operating Activities etc. |

Applicants are required to submit the following minimum “Supporting Documents” for substantiating experience, competency & capability to effectively implement resettlement/rehabilitation plan and to facilitate the shorting process as per above-mentioned shortlisting criteria:
a) EOI submission Letter including corresponding authorization letter
b) JV agreement/letter of intent (if applicable)
c) Legal documents (valid Trade License, Tax Identification Number (TIN), VAT Registration Number and Financial Solvency Certificate from any schedule bank and registration documents.).
d) List of completed assignments in infrastructure project for substantiating core business & year in business
e) List of completed relevant assignment in similar project (including total cost, total input, employer, location of service, description of service etc.)
f) Updated Brochure including administrative/managerial structure with company’s organogram and available organizational resources relevant to the assignment.
g) List of permanent professional (no consultant or temporary staff) strength with name, qualification and experience relevant to assignment
h) Audited financial reports for last three years for demonstrating financial soundness
i) History of litigation (if any) in courts or any arbitration proceedings.
j) EOI shall be in a form of book binding mentioning page number including one copy marked as “ORIGINAL” and another 2 copies marked as “COPY” in a sealed envelope.
Note: All the Experience Certificates and other Documents shall be issued by the competent concerned authority(ies). |
