| Brief Description of Assignment |
: |
The objective of the consultancy services for-
? Analyzing the supply and demand of sector development, coordinating with stakeholders and analyzing work.
? Analyzing basic, social, economic and infrastructural conditions, describing environmental, social, economic and investment opportunities and constraints.
? Reducing the gap of factors that hinder success in developing the Blue Economy.
? Development of growth projections/growth and development scenarios.
? Adoption of detailed development plans for selected scenarios.
? Formulate and develop various policy recommendations and action plans to support the development of Bangladesh Blue Economy.
? Suggest the proper functioning & execution of Blue Economy Cell activities, logical research requirements and have to prepare detailed guidelines.
? Prepare guidelines for (i) creating MIS including RDBMS, (ii) monitoring & evaluation the activities of line Ministries /Institutions related to Blue Economy and (iii) Creating a web-portal & Blue Economy data warehouse;.
? Suggest the way-out for establishing regional and global cooperation for the SDG of Bangladesh Blue Economy.
? Guide lines to raise public awareness about Blue Economy and human resource development by organizing meetings/ seminars/trainings/workshops on a regular basis.
? Suggest the way-forward to support to the universities and research centers of Bangladesh to carry out Blue Economy and Ocean research.
? Provide guide lines for procuring necessary & appropriate vessels and onboard research equipment and hire human resources for Blue Economy research.
? Prepare a guides for knowledge sharing among different research Laboratories, Universities, experts including Government bodies in Local & Abroad.
The Consultants duties and responsibilities: (Detail is mentioned in the TOR):-
Achievement of the above mentioned goals.
Advise on the future activities of the cell, outlines of the functioning structure of the cell and point Benchmarking at every level.
Advise on the formulation of the overall blueprint for the Blue Economy.
Develop the institutional, systematic and policy framework of the cell.
Blue Economy will make appropriate suggestions on what needs to be done to expand and sustain the economy on a large scale.
By analyzing the success of successful countries in the world through Blue Economy, recommendations for the improvement of this sector.
Attend meetings with clients as and when required.
Others necessary work according to scope of works.
She/he will work under the supervision of Additional Secretary, Blue Economy Cell.
The Senior Consultant (Sector Specialist) will submit the report(s) both English &Bangla. |
| Experience, Resources and Delivery Capacity Required |
: |
a) Educational Qualification: At least Masters degree.
b) Minimum 4 years Bachelor degree from Marine Science/ Oceanography/Economics/Agriculture/Fisheries/Geology will be given preference.
c) Experience:
i) At least 25 years of working experience in Government /Corporation service,
ii) At least National Pay Scale (NPS) second grade or equivalent,
iii) At least 02 (Two) years working experience in policy related activities of Blue Economy Sector,
iv) The incumbent to be experienced on Public Sector Policy and Project Management/Implementation.
d) Age Limit: Maximum 65 years. |

1. Interested consultants are required to submit their expressions of interest in accordance with the Standard Request for Application-Forms which may be obtained by the office of the undersigned during normal office hour or available in the website: www.emrd.gov.bd
2. Detailed Terms of References (TOR) along with qualification criteria will be available upon request either through e-mail or in person from the address provided below.
3. The short listed candidate will be invited for interview before selection.
4. The Senior Consultant (Sector Specialist) will be selected in accordance with the guidelines of PPR-2008.
5. EOI shall be submitted by : 29-05-2023 either in sealed envelope clearly marked “EOI for the Senior Consultant (Sector Specialist)”
6. Any application submitted later than the specified time shall not be entertained.
7. The Energy & Mineral Resources Division (EMRD) reserves the right to accept or reject any or all EOI. |
