| Brief Description of Assignment |

1. The Government of the People's Republic of Bangladesh (GOB) will provide fund from the Operating Budget (all payments regarding consultancy services will be made in Bangladeshi Taka) towards the cost of “Consultancy Services for Feasibility Study, Hydrological & Morphological Study, Sub-Soil Investigation, Topographical Survey and Detailed Design of Narrow, Old and Dilapidated Bridges on Various Roads under Barisal Zone of Roads and Highways Department.”. Under this Consultancy Service study will be done on approximately 138 bridges.
2. The scope of the Consultancy services primarily includes preparing the feasibility study, the conceptual/detailed engineering design of bridges including approach road, traffic study, hydro-morphology study, geotechnical investigation, environmental and social impact assessment, land acquisition plan, resettlement plan, economic study, and preparation of detailed estimate and Draft DPP for the above-mentioned services. The proposed bridges should preferably be of longer spans and aesthetically pleasing. Hence, the consulting services comprise the following components:
a. Task-1. Conduct all studies including Traffic Survey, Topographic Survey, Geotechnical Investigation, Bridge Condition Survey, Meteorology, Hydrology & Morphology Study, Environmental & Socio-Economic Survey, Video Survey, Road Safety, Economic and Financial Analysis and other related surveys that are required for the project.
b. Task-2. Prepare detailed analysis, plan, and assessment for Financial and Economic Analysis, Mathematical Modeling based on Hydro-Morphological Study, Environmental Assessment, Socio-Economic Assessment, Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP), Land Acquisition Plan, Resettlement Action Plan, Traffic Modeling, and other related studies as per requirement of Procuring Entity.
c. Task-3. Prepare Detailed Design (approximately 13 Bridges) such as Geometric/Structural Design of the Bridge Alignment, Bridge Design, Intersection Design, Road and Bridge Furniture Design, Bank Protection Design, Drainage System Design, and other related designs based on study as per requirement of the Procuring Entity.
d. Task-4. Prepare BOQ, technical specification, cost estimates and Draft Development Project Proposal. |

5. The Interested Consultants must have following experiences of rendering consulting services within last 10 years.
a. Experience of Satisfactory completion of Feasibility study and design consultancy services including Traffic Survey, Topographic Survey, Hydrology Survey, Axle Load Survey, Geotechnical Investigation, Socio-Economic Survey and Economic and Financial Assessment, DPP Preparation etc.
b. Experience of detailed design of multi-span 2-lane/4-lane pre-stressed concrete/steel/arch river bridge(s) not less than 150 meter in length.
6. Interested Firm(s) must provide information emphasizing that they are qualified to perform the services through Brochures, registrations, profile availability of appropriate skills/experts among staff etc.
7. The EOI will be evaluated based on the following (along with certified English Transcript if not in English):
a. Registration of the Firm;
b. Legal Entitlements of the Firm (Trade License, TIN, VAT Registration, etc.).
c. Company Profile: Management, Personnel and Performance (limited to 5 pages).
d. Summary of Permanent Professional Staff with key qualifications (qualification and experience).
e. Average Annual Turnover in the last 3 (three) years (Audited Financial Statement for the last 3 (three) years).
f. General and Overall Experience of the firm(s) (limited to 10 pages) and
g. Experience in Similar nature of service over the last 10 years (limited to 10 pages);

3. The Roads and Highways Department (RHD) under the Road Transport and Highways Division (RTHD), Ministry of Road Transport and Bridges (MoRTB) now invites Expressions of Interest (EOI) in English from bona fide National consulting firm(s) either as individual firm or in Joint Venture/Association for short listing of Firm(s) for the consultancy services.
a. Interested firms may associate with other firms (Locals) to enhance their qualifications but should mention whether the association in the form of “Joint Venture” or “Sub-Consultancy”. In case of association all member of such “association” should have real and well-defined input of assignment.
b. In addition to the above, the JV shall have to indicate all documents mentioned in “Experience, Resources and Delivery capacity required” collectively.
c. The lead partner shall not authorize any other partner to sign the contract and any other related documents.
d. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. It is preferable to limit the maximum number of firms within 03 (three) in an association including the lead firm
9. The EOI, with all supporting documents, must be submitted to the address of the undersigned on or before 2.00 PM, February 20, 2023 in sealed envelopes (One Original and One Copy) marked with “Consultancy Services for Feasibility Study, Hydrological & Morphological Study, Sub-Soil Investigation, Topographical Survey and Detailed Design of Narrow, Old and Dilapidated Bridges (RCC, PSC & PSB) on Various Roads under Barisal Zone of Roads and Highways Department.”
Any late submission will be rejected.
10. The Procuring Entity shall not be responsible for any costs or expenses incurred by the firm(s) in connection with the preparation or submission of the EOI.
11. The Procuring Entity reserves the right to accept or reject all Expressions of Interest (EOI) without showing any reason. |
