This is a high-priority national project with utmost importance towards the digital Bangladesh goal, so the Firm must prove that they have a solid technical background and operational strength to take this training service forward without any hindrance. Firm’s must also have adequate technical abilities, resources and processes. The following guidelines are defined as minimum eligibility criteria: (Documents must be submitted in the following order)
1. Must be a Bangladeshi firm having 05 (five) years of General Experience with up-to-date Trade License, TIN, VAT registration number and Tax payment/clearance of the previous year.
2. The Firm must have (02) two similar national training services providing experience within last 05(five) years. Among those two training services, at least 01 (one) of the training service should be completed in Government/Semi-Government/Autonomous/Private agencies and one contract value should be at least, for Package-10: 12,60,00,000.00 (Twelve Crore Sixty Lac); Package-11&13: 8,80,00,000.00 (Eight Crore Eighty Lac); Package-12&14: 5,05,00,000.00 (Five Crore five Lac); Package-15: 3,80,00,000.00 (Three Crore Eighty Lac); Package-16: 8,00,00,000.00 (Eight Crore) and Package-17: 2,50,00,000.00 (Two Crore Fifty Lac) BDT.
3. Audit report of the previous 3 (Three) years. The Yearly average turnover of the firm shall be at least BDT 02(Two) crore. Audit report will be verified from the appropriate authority.
4. The minimum amount of Liquid assets/working capital/credit line/Bank Solvency certificate of the firm shall be for Package-10: 14,00,00,000.00 (Fourteen Crore); Package-11&13: 10,00,00,000.00 (Ten Crore); Package-12&14: 6,00,00,000.00 (Six Crore); Package-15: 4,30,00,000.00 (Four Crore Thirty Lac); Package-16: 9,10,00,000.00 (Nine Crore Ten Lac) and Package-17: 3,00,00,000.00 (Three Crore) BDT. (Certificate or proof of an available liquid asset or fund availability, must be issued 03 (Three) months from the date of tender submission by the concerned authority).
5. Proposed Training Plan, Methods and Steps are required.
6. The Firm must have the capacity of providing a training environment for the trainees with facilities of multimedia projector, laptop/desktop computer, whiteboard, power backup, internet connectivity, air cooler etc.
7. The firm having experience of conducting similar training in all divisions of Bangladesh will get preference.
8. The firm may form a ‘Joint-Venture’ (JV) as per Public Procurement Act 2006 and Public Procurement Rules 2008. All members of such JV will be jointly liable for pre-determined real and well-defined inputs to the assignment. The maximum no. of members in the association is not more than 03 (Three).
9. Documents demonstrating the management and operational capacity of the firm / joint venture (Brochures, Company Profile and other documents describing company expertise, strength, experience, core functions, products and services, similar assignments or project experience, availability of relevant professional staff and experience among applicant’s staff/resources to carry out this assignment.
