INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
1. The Government of Bangladesh (GoB) has decided to upgrade the existing Cumilla (Mainamati)-Brahmanbaria (Dharkhar) National Highway (N-102) to a 4-Lane Highway with safety features including a separate lane for slow-moving vehicular traffic (SMVT) on both sides. Thereon, the fund will be jointly invested by the GoB and the Indian Government (Line of Credit III). The length of the road is 54.00 km, starting from Cumilla (Moinamati) and ending at Dharkhar, Brahmanbaria. The GoB will allocate fund for engaging a consulting firm for the Design Review and required updates of the Highway, Bridge, Flyover, Culvert/Underpass, etc., assisting the procurement process and Supervision of highway Construction works (Length 54.00 km).
2. The consultancy services include but not limited to the following:
a) Design/Design review of multi-lane dual carriageway, Bridge, Flyover in highway and update (if required).
b) Review and update of detail estimates, specifications, Bid Documents, and all necessary tasks required to deliver procurement services.
c) Preparation of Land Acquisition Plan (LAP), Resettlement Action Plan (RAP), Environmental Management Plan (EMP) and update (if required).
d) Construction Supervision of upgradation of existing Cumilla (Mainamati)-Brahmanbaria (Dharkhar) National Highway (N102) to a 4-Lane National Highway with all safety features and SMVT lane on both sides.
e) Ensure Quality and Quantity of Works.
f) Examine Interim Payment Certificates and BoQ of Work done.
g) Prepare and submit periodical reports to RHD (as required) on construction schedule and implementation of the contract, the work quality and financial forecast of the project.
h) Perform Quality Assurance Audit of the Contractor’s quality and safety systems.
i) Provide Technical Assistance and engineering solutions with comments regarding the problem originated during construction period.
j) Monthly progress reports of the construction work.
k) Other services as per instruction of the employer. |
| Experience, Resources and Delivery Capacity Required |

RHD will conduct short-listing of the interested Consulting firms who will be submitting REOI applications for the above-mentioned service. For this purpose, key qualifications and experience of the Consulting firms required are as follows:
a) Technical Competence: General experience, Specific experience in similar assignments (Design/Design review, Construction-supervision of multi-lane dual carriageway, PC/Box Girder Bridge, Flyover construction works in similar Highway projects with comparable scale and technical specifications.
b) Geographic Experience: details of work experience in SAARC/ASEAN
c) Contractual management experience: Substantial experience in managing ICB contracts as a Firm and by the key members of the team.
d) Experience of working with Developments Partners (i.e., ADB, WB, JICA, OFID, LOC, OECD, DFID, etc.) funded ICB contract.
e) Management Capabilities: Financial (Annual Turnover); capability to retain the required no. of Key Experts who are preferred to be under permanent engagement with the consulting firms with adequate qualifications.
f) Interested Consultancy firms must provide information indicating that they are qualified to perform the services (Registration Certificate, Registered Address, Legal Status, Brochures, Company profile including management, personnel, firm’s specialty, performance), Description of Similar Assignments (List of rendered services in last 10 years for
(i) Design/Design review of multi-lane dual carriageway, Bridges, Flyover in highway and update (if any).
(ii) Supervision of Construction Works of multi-lane dual carriageway with all features.
g) Experience in Similar Conditions, Availability of Appropriate Skills among relevant experts who belong to the firm more than a year and average working experiences (years) of those experts.
h) A Firm may constitute Joint Venture to enhance its capabilities. Interested firms may associate with another firm (Local or Foreign) to enhance their qualifications. The formation of a joint venture shall be done on non-judicial stamp paper of value BDT 300. The share and role of each partner of the joint venture shall be mentioned clearly in the agreement.
