INFORMATION FOR APPLICANT
|
| Brief Description of Assignment |
: |
The brief description of Assignment regarding the ‘Setting Up of Urea Formaldehyde-85 (UF-85) Plant for the Consultants responsibilities/assignments are furnished below which are include, but not limited to the following:
1. To prepare the Tender Document for appointing an Engineering Procurement and Construction (EPC) Contractor to build a grass-root Urea Formaldehyde-85 (UF-85) Plant having production capacity of 80 MTD of UF-85, 60 MTD of Formaldehyde and 100 MTD of Methanol.
2. To assist the Tender Evaluation Committee for the Appointment of EPC Contractor for building/constructing UF-85 Plant.
3. To examine all design and other documents sent by EPC Contractor.
4. To assist the project implementation authority through supervision and inspection of Civil works, Erection of equipment, machineries of Plants and provide necessary prudent opinions.
5. To provide necessary technical advice to the project implementation authority regarding Pre-Commissioning, Commissioning, Vendor shop inspection during the construction of UF-85 Plant.
6. Ensuring the physical participation of Consulting firm during Performance Guarantee Test Run (PGTR) activities and assisting the owner for accepting and take over the Plant/Project.
7. To provide overall assistance, support and co-operation to the Owner/BCIC authority by providing all relevant data of PGTR activities for issuing Final Acceptance Certificate (FAC). |
| Experience, Resources and Delivery Capacity Required |
: |
1. Background of firm(s) with detailed brochure to be submitted along with authentic document and proof of each and every credit criteria mentioning their facilities and areas of expertise [Registration Certificate, Registered Address, Legal Status, Information of non-performance of contract and pending litigation (if any)]. Experience Certificate have to be issued by End-user in their letter head pad mentioning name with designation & contact details (Phone No., E-mail etc) of the issuing person. Without such evidences the proposal shall be rejected.
2. Name, Value and Evidence of Minimum 10 (Ten) years experience in Designing, Preparation of tender document for EPC contracts, experience in Project Management, Supervision & Monitoring and Implementation of Heavy Chemicals/ Petrochemicals/ Refineries/ Urea Fertilizer with minimum 3 (Three) years experience in Urea Formaldehyde-85 (UF-85) Plant, years counting backward from the date of Publication of EOI notice.
3. Having overseas experience as Consulting Firm for Designing, Preparation of tender document for EPC contracts, Project Management, Supervision & Monitoring and Implementation at least 01 no. Urea Formaldehyde-85 (UF-85) Project, Production Capacity not less than 80 MTD of Urea Formaldehude-85 (UF-85), 60 MTD of Formaldehyde and 100 MTD of Methanol each in the last 10 years, years counting backward from the date of Publication of EOI notice.
Resources and Delivery Capacity Required:
4. Availability of appropriate experienced and professionally qualified persons / experts among the staff and resources to carry out the assignment (Detail of experts must be submitted).
5. Having average annual financial turnover of USD 01 (One) million for last 3 (Three) years, years counting backward from the date of publication of EOI Notice.
6. List of the experts/ Consultants (namely Methanol, Formaldehyde, Urea Formaldehyde, Utility, Power Plant. Civil, Mechanical, Electrical, Instrument, Environment etc.) and staff with qualification. No local consultant will be allowed.
7. The Consulting Firm Must have following :
a) Logistic & other facilities, b) Relevant Experiences,
c) Overall Experience, d) Permanent Setup, e) Audit Report, f) Liquid Asset as working capital or credit line minimum USD 10 (Ten) million, g) Certificate of Incorporation etc.
8. UF-85 Plant Project invites eligible applicants/firms to indicate the interest in providing these services. Interested consulting firms are invited to provide information indicating that they are qualified to perform the services. A short list of consulting firms will be prepared upon evaluation of EOIs of the eligible consulting firms/ applicant. Request for Proposal (RFP) document will be issued to the short listed firms.
The project shall be implemented by engaging a competent EPC contractor on Lump Sum Turn-key (LSTK) basis and duration for implementing the facility will be 18 (Eighteen) months from the date of contract become effective.
Total duration of key experts is 42 man-months which will be splitted up to the completion of the project. |

1. Interested Firms may obtain further information on all working days during office hours from 8:00 hrs. to 15:00 hrs. from the office of the undersigned.
2. The language of EOIs document and all correspondence shall be in English.
3. EOI shall be submitted into 01(one) Original, 03 (three) copies and 01(One) soft copy CDR media (Microsoft Word PDF).
4. All mandatory documents duly attested by designated person/Authorized Agency of the Applicants own country must be submitted along with the EOI.
5. If any quarries are needed for clarifications have to send to uf85.bcic@gmail.com within 20.11.2022.
6. The EOI shall be sealed properly and marked clearly on top side of sealed envelope.
7. EOI proposals will be received in Urea Formaldehyde -85 (UF-85) plant Project Office, BCIC Bhaban, 19th Floor, 30-31 Dilkusha C/A, Dhaka-1000, Bangladesh up to 11.30 BDT on 29.11.2022 in the box reserved for receiving the EOI proposals
8. Any proposal submitted later than the stipulated date and time or submitted through telex/Fax/E-mail will not be entertained.
9. EOI proposals will be evaluated as per the provisions of PPA-2006 & PPR 2008. |
