INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Service includes but not limited to the followings:
a) Supplying, Installation and Commissioning necessary equipment, computer hardware/ software etc. for Real-Time Web-Based multi station monitoring of Modern Electronic toll collection (ETC) and Computerized Toll Collection system.
b) Operation and Management (O&M) of Real-Time Web-Based multi station monitoring of Modern Electronic toll collection (ETC) and Computerized Toll Collection system.
c) Installation of Real-Time Web-Based multi station monitoring of Modern Electronic toll collection (ETC) and Computerized Toll Collection system. including incorporation of RHD’s unified toll collection system software.
d) Solution for Real-Time Web-Based multi station monitoring of Modern Electronic toll collection (ETC) and Computerized Toll Collection system.
e) Creating link with BRTA vehicle data base, radio frequency identification (RFID) tag and Bank account to establish non-stop Electronic Toll Collection system.
f) Installation of RFID based pre-paid smart cards and wind shield tags enable “Touch-and-Go” and “Fast Track/ETC” Toll Collection System.
g) Supply and installation of Smart Card System for Toll Collection.
h) Ensure traffic management, safety and security support within the Bridge and Bridge Approach area.
i) Ensure total backup support and supply of necessary spare parts from ready stock for smooth operation of toll system for 24/7 basis.
j) Ensure security support in software for Real-Time Web-Based multi station monitoring of Modern Electronic toll collection (ETC) and Computerized Toll Collection operation system.
k) Networking with Bank for auto data transfer of collected toll.
l) Insurances.
m) Technology transfer and institutional training.
n) The assignment period will be 24 months starting from the 1st day of handing over the site.

| Experience, Resources and Delivery Capacity Required |

1. Experience of the Firm in similar assignment completed successfully during the last 10 (ten) years as follows:
a) Design, development, supply & installation or up-gradation of Real-Time Web-Based monitoring of Modern Electronic toll collection (ETC) and Computerized Toll Collection system of major bridge/flyover/highway/expressway with minimum value of BDT 1(one) Crore 50 (Fifty) Lakh in a single contract completed over a period of last 10 (ten) years (supported by authentic documents).
b) Operation & Management (O&M) of Real-Time Web-Based monitoring of Modern Electronic toll collection (ETC) and Computerized Toll Collection system and traffic data management of major bridge/ flyover/ highway/expressway with minimum value BDT 3 (Three) crore in a single contract completed over a period of last 10 (ten) years (supported by authentic documents).
c) General experience of minimum 5 (five) years in IT sector related works supported by authentic documents and company’s brochure.
2. Experience of the Firm(s) in similar assignment executed/completed during last 10 (ten) years in similar operating conditions.
3. Availability of the appropriate skilled staff (list of relevant professional staff including their qualification & experience in similar nature of works) and availability of the resources & demonstration capacity to carry out such assignment.
4. Financial capability & administrative/managerial strength:
a) Average annual turnover shall be greater than BDT 6 (six) crore in the best 5 years over the last 10 years.
b) The minimum amount of liquid assets or working capital or credit facilities shall be BDT 2 (two) crore.
c) Company’s incorporation certificate, Updated trade license, Updated VAT registration certificate, latest income tax (IT) certificate and administrative/managerial structure with company’s organogram with list of staff.
d) Certification from ISO/ CMMI level 3 / BASIS.
N.B-All experience certificates shall be issued by competent/concerned authority not below the rank of Executive Engineer or equivalent. If the certificates are not in English, certified English Transcript of certificates shall be provided with Certificates

Submission of EOI shall be in closed format mentioning the name and address of the Applicant, EOI no. & date and be addressed to the EOI issuing Authority in 2 (two) copies; 1 (one) marked as ‘ORIGINAL’ and other as ‘COPY’ in separate envelope in the form of book binding. Both the “ORIGINAL” and “COPY” shall have to be covered within a single envelope. The Applicant shall mention the page no. serially and signed by authorized representative in every page of submitted EOI document. |
