| Brief Description of Assignment |
: |
The duties include, but are not necessarily limited to:
• Developing an appropriate model for sector action plan;
• Reviewing national/international best practice on sector action plan;
• Identifying the clear path from national policy to action plan;
• Specifying Objectives, Targets and Indicators of sector action plan;
• Analyzing the total coverage of sector/ministry;
• Measuring the implementation impact of action plan;
• Analyzing the existing policies/strategies/laws of relevant sector/ministry/division;
• Identifying scopes of coordination and capacity of ministry/division/agency;
• Linking the plan with implementing agencies of relevant ministries;
• Prioritizing the interventional action by the ministry/division;
• Addressing the cross-cutting issues of the sectors/ ministry;
• Establishing the link with other sectors of Planning Commission;
• Determining the monitoring indicators with FYP;
• Aligning the monitoring indicator with SDG and Perspective Plan and Delta Plan;
• Identifying project and programs for ministry/division;
• Estimating resource requirement for the sector/ministry;
• Determining Scope, challenge and way forward;
• Other works relating to Sector Action Plan;

Specialists Eligibility and General Experience Specific Experience
As per requirement of ToR Registration certificate with valid and up to date trade license, VAT registration, TIN certificate, income tax certificate; Five-year experience in same nature assignment. a) Experience in formulating ADP/RADP;
b) Related experience in direct work with Five-year Plan, SDGs, Perspective plan and Delta Plan;
c) Experience of working in Planning Commission/ Planning Ministry in same nature assignment;
d) In-depth knowledge of Ministry/Division/ Directorate/ Agency activity;
e) Relevant Knowledge in the procurement plan/process of development project;
f) Experience required for financial management, budgeting, and Fiscal & Monitory Policy;
g) Experience of dealing climate change issue and future projection for development project;
h) Experience of articulate composition in Bangla-English language.
