| Brief Description of Assignment |
: |
a) Electronic/Computerized Toll Collection of Paira Bridge.
b) Operation and Management (O&M) of Electronic/Computerized Toll Collection System of Paira Bridge
c) Up-gradation of existing toll collection system (if necessary) including solution for online (web-based) real time multi-station toll monitoring system establishing link with BRTA data base system and radio frequency identification system (RFID).
d) Supply and installation of Smart Card System for Toll Collection System of Paira Bridge.
e) Ensure traffic management, safety and security support within the project area.
f) Ensure total backup support and supply of necessary spare parts from ready stock for smooth operation of toll system for 24/7 basis.
g) Ensure security support in software for toll operation system.
h) Networking with Bank for auto data transfer of collected toll.
i) Insurances.
j) Technology transfer and institutional training.

| Experience, Resources and Delivery Capacity Required |

1. Experience of the Firm in similar assignment completed successfully during the last 10 (ten) years as follows:
a) Design, development, supply & installation or upgradation of online (web-based) real time multi-station toll monitoring electronic/computerized toll collection system of major bridge/flyover/highway/expressway with minimum contract value of BDT 1 (one) crore in a single contract completed over a period of last 10 (ten) years supported by authentic documents.
b) Operation & Management (O&M) of online (web-based) real time multi-station toll monitoring electronics/computerized toll collection and traffic data management system of major bridge/flyover/highway/expressway with minimum contract value BDT 4 (Four) crores in a single contract completed over a period of last 10 (ten) years supported by authentic documents.
c) Background of the firm(s) with general experience of minimum 5 (five) years in IT sector related works by authentic documents and overall experience including company’s brochure.
2. Experience of the Firm(s) in similar assignment executed/completed during last 10 (ten) years in similar operating condition.
3. Availability of the appropriate skilled staff (list of relevant professional staff including their qualification & experience in similar nature of works) and availability of the resources & demonstration capacity to carry out such assignment.
4. Financial capability & administrative/managerial strength:
a) Average annual turnover shall be greater than BDT 6 (six) crores over the last 5 (five) years.
b) The minimum amount of liquid assets or working capital or credit facilities shall be BDT 2 (two) crores.
c) Company’s incorporation certificate, updated trade license, VAT registration certificate, latest income tax (IT) certificate and administrative/managerial structure with company’s organogram with list of staff.
N.B- All experience certificates shall be issued by competent/concerned authority not below the rank of Executive Engineer or equivalent.

Submission of EOI shall be in closed format mentioning the name and address of the Applicant, EOI no. & date and be addressed to the EOI issuing Authority in 2 (two) copies; 1 (one) marked as ‘ORIGINAL’ and other as ‘COPY’ separate envelope in the form of book binding. Both the “ORIGINAL” and “COPY” shall have to cover within a single envelope. The Applicant shall mention the page no. serially and signed by authorized representative in every page of submitted EOI document. |
