INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
EDC project intends to connect, including but not limited to primary school, high school, college(degree/masters), madrasa, community clinics, government offices and training institutions, with internet up to the village level. EDC will assign an ISP in each District to establish the End-User connection. The ISP will use their network or establish a new network to provide the service. The ISP will get their quoted price for each connection. The ISP shall provide 1-year internet service (the bandwidth cost included in the quoted price) to the End-User for obtaining UFAC. All the networks established by ISP will be the property of the ISP. The End-User will be the owner of the Wi-Fi router.
The service provider must provide for all hardware installation, software installations, and configurations, including but not limited to equipment, cabling, labor, materials, permits, supplies, tools, and any other goods and services necessary to accomplish the scope of the Connection establishment. The service provider must include in its price all costs associated with the connectivity installation process. The entire installation and 1-year service be completed at the quoted price. Therefore, any items omitted but reasonably necessary to accomplish connectivity establishment must be furnished and installed by the service provider at no additional cost to the EDC PIU.

a) Technical eligibility criteria of the ISP
• Must have an ISP network in the intended LOT's geographic area with a minimum of 1000 users.
• Must have at least three staff with professional certifications.
• Must be connected to at least two (2) IIG.
• Must be connected to NIX.
• Must be connected to NTTN.
b) General Eligibility Criteria of the ISP
• Must have ISP license from BTRC, and the license must have coverage area of indicated LOT.
• The ISP must be a member of ISPAB (Internet Service Providers Association of Bangladesh).
• The ISP must have at least 100 staffs for each district.
• Update Trade License .
• VAT registration certificate.
• E-TIN with the updated tax clearance certificate.
• The Tenderer must have minimum 3 years of general experience in the ISP business.
• Last 3 years of audit reports.
• The Tenderer's required minimum average annual turnover is as described below in section d). The minimum amount is the best for three of the last five (5) years.
• The minimum amount of liquid assets, i.e., the Tenderer's credit line(s), shall be as described below in section d).
• In the case of a Joint Venture, the aggregate annual turnover and liquid assets of partners will be acceptable.
c) Tender participation:
• Any Tenderer will not be awarded more than one (01) lot (including all joint ventures) out of 37 LOTs of tender package SD-1, SD-2, SD-3, SD-4, SD-5, SD-6, SD-7, and SD-8.
• Any Tenderer cannot participate in more than two (02) lots (including all joint ventures) out of 37 LOTs of tender package SD-1, SD-2, SD-3, SD-4, SD-5, SD-6, SD-7, and SD-8.
• In case, if any tenderer is found participating in more than two (02) LOTs will automatically be disqualified from all packages.
• In the case of the joint venture, all the partners must be ISP license holders from BTRC.
• In the case of the joint venture, the lead partner must have a BTRC license to cover the indicated LOT geographic area.
