Background:
Gazipur is one of the districts of the Dhaka division, bounded in the north by Mymensingh and Kishoreganj Districts, in the east by Narsingdi District, in the south by Naranyanganj and Dhaka Districts and in the west by the Tangail District. Gazipur has already emerged as an industrial hub along with growing business and trade activities, the area requires better and faster mobility options for the dwellers and commuters which can also reduce pressure on Dhaka. Considering the transport problems of the city, the government of Bangladesh (GoB) intends to formulate a “Comprehensive Transport Master Plan (CTMP) with Pre-Feasibility Study and Conceptual Design of Truck Terminal for Gazipur City Corporation” Area. The implementing agency is DTCA under the Ministry of Road Transport and Bridges. This Comprehensive Transport Master Plan (CTMP) will identify priority issues, such as improvement of mass transit system (buses and rail transportations), development of urban expressway, and establishment of an organization for implementation and maintenance/operation of the projects.
Scope/Tasks of the Consultancy services:
The tasks of the consultancy services are as follows-
- Review existing plans of various agencies, necessary data analysis and evaluation of the current and future needs of a public transport system based on current and future demands.
- Conduct traffic surveys, (namely household interview surveys), cordon line surveys, screen line surveys, public transportation surveys etc.
- Prepare a comprehensive transportation demand model based on the existing system. An operational model for the area will be developed using transport modeling software. This model will be used for any necessary corridor or subarea studies and evaluations.
- Prepare future infrastructure improvement plans and projects. Prepare a road network development plan. Prepare transport management measures and policy actions.
- Identify suitable location for truck terminal within the city corporation and prepare a plan, pre-feasibility study and conceptual design of the Truck Terminal based on the Master Plan. Prepare program and different measures for traffic management and its safety. Identify and study the route for Mass Transit System (MRT, LRT, BRT) and priority projects.
- Design an improved bus network system and integrate bus services plan with other modes.
- Recommend and develop institutional arrangement and capacity building of Transport Authority.
- Identify necessary projects, schedules, responsibilities, costing, and funding sources to meet future demand, and prepare a roadmap and implementation plan by involving and integrating all relevant stakeholders of the Government ministries and agencies, major development partners, private sectors and NGOs.
- Analyze the projects which are being prepared and/or implemented in the area and incorporated into the framework of the Master plan.

The Project Director now invites Consulting firm(s) (National) to express their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services. The EOIs will be reviewed on the basis of the following and the Consulting firm(s) is requested to submit the supporting documents properly and sequentially in support of the above-mentioned scope of work: (i) Registration of the firm (s), (ii) Company profile: including management personnel, firm’s specialty, performance etc., (iii) Availability and Summary of qualification of key professionals, (iv) List of rendered services in last 5(five) years (v) Experience in similar tasks/projects, (vi)Yearly turnover of the firm for last 5 (five) years and (vii)Annual Audit Report for last 3 (Three) years and (viii) History of litigation in courts or any arbitration proceedings (if any). |

-Applicants may arrange a joint venture, consortium or association (JVCA) with other consulting firm(s) to enhance their qualifications but should clearly/explicitly mention whether the association is in the form of a “Joint Venture” or “Sub-consultancy”.
-The Consulting firm will be selected in accordance with procedures set out in the Public Procurement Rules (PPR), 2008. (Reference 105(1))
-It is expected that the service will commence in November 2022.
-Expressions of Interest (EOI) for the above study must be submitted to the address below by office hours on 11 August 2022. The envelopes must be clearly marked “EOI for Preparation of Comprehensive Transport Master Plan with Pre-Feasibility Study and Conceptual Design of Truck Terminal for Gazipur City Corporation”.
