| Brief Description of Assignment |
: |
The following points describe the scope of ‘Integrated platform for Bangla Text, Speech and Image Related Service Distribution. (SD 19)’ in brief:
1. The major goal of this assignment is integrate EBLICT Services (20-35) through an API Manager and develop a public facing web application aggregating 20 text, speech, image realted core services (core service could have several microservices) developed or to be developed by third parties for EBLICT. Also, the bidder has to develop Service Managing Web application having admin panel with Dashboard, SSO, log, payment features etc. Also, the vendor has to Develop 2+ IOS and android app to distribute the services.
2. Another major tasks of this assignment are Integrate retrained Models develop by other vendors; gather user data and coordinate the retrainging process in standard manner under the instruction of the client.
3. The bidder has to ensure sufficient amount of high and mid-level relevant human resources. The human resource will work under the supervision of the client. Moreover, the bidder has to supply necessary logistics to the development team such as furniture, devices, software, subscriptions and dedicated office-space near to client office.
4. The duration of the development time is 18 months. Maintaince period will be counted for 1 year.
Interested firms are invited to provide information indicating that they are qualified to perform the services as mentioned in the serial number 17. A shortlist of firms will be prepared upon evaluation of Re-EoIs of the eligible firms and "Request for Proposal documents will be issued in their favor. It is expected that the services will commence on July 2022. |
| Experience, Resources and Delivery Capacity Required |

The firms must havel adequate technical ability, resources, and processes. As such, following are defined as minimurn eligibility criteria:
1. The firm should have experience in development, deployment of large scale application/s, especially, ML, NLP and big data driven text, speech and image processing based services.
2. The firm must have sufficiant human resources (in high and medium levels) having experiences in developing integration and aggregation platform, AI model training, and application development for all major platforms (e.g., Windows , Mac, Linux, android, Web appliction).
3. The firm has to demonstrate its logistical capability, ie, well-equipped office space in Dhaka with necessary facilities;
4. The fimm must have the sufficient amount of liquid assets, ie, working capital or credit line(s) supported by competent documents,
5. The firm must have update-audit-report of previous 5 years. The firm must have submitted yearly turnover report documents; The firm must have valid up-to-date trade license, income tax and VAT certificates;
6. JVCA is allowed as per PPA-2006 & PPR-2008; But all the fims must be Bangladeshi firm. |

• Interested firms shall obtain further information from the Project Office from 10:00 AM to 4:30 PM in any working day before the closing date. Firms shall have to submit 2(Two) copies of Eols (with a soft copy in a CD) and forwarding letter in a sealed envelope labeled with "Re-EoI for Improvement of the Integrated platform for Bangla Text, Speech and Image Related Service Distribution.
