| Brief Description of Assignment |

The Government of People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-1: Jhenaidah- Jashore Highway (N-7) Improvement Project and intends to apply part of the proceeds for Consultancy Services of ITS Specialist. The core objective of this consultancy service are:
a) RHD-PIU is separately recruiting consultancy firm for the feasibility study, detail system design, system management, maintenance policies and procedure etc. for implementing (i) Intelligent Transportation System (ITS) and National Axle Load Control & Management System (NALCMS) and (ii) Backbone Optical-Fiber Cable (OFC) System along the Program Corridor (260 km) to achieve (a) reliable backbone of digital connectivity for neighboring areas and (b) through ITS greater travel time reliability, reduce congestion, enhance road safety, and improve the overall operation of the Program Corridor. The individual consultant will assist RHD-PIU in reviewing and monitoring the progress of those activity.
b) Assist to prepare institutional development proposal for operation and maintenance of RHDs OFC and ITS & NALCMS system.
c) Assist to organize training/Seminar/Workshop regarding OFC and ITS in Bangladesh.
The details of tasks (‘services’) to be performed by the Individual ‘ITS Specialist’ are delineated in Terms of Reference (TOR) which is available at RHD website: www.rhd.gov.bd or can be obtained at the address given at the letter head. Expected date for commencement of the services is July 2022. Duration of the consultancy services shall be 06 (Six) months which would be spread over 18 Months intermittently. Roads and Highways Department (RHD) now invites eligible Individual to indicate their interest in providing the Consultancy Services |
| Experience, Resources and Delivery Capacity Required |

Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services depicted in TOR. The minimum qualifications and experiences requirements are as following (shortlisting criteria):
a) Have Bachelor degree in Civil/Transportation/Electrical Engineering or in relevant field. Postgraduate degree in Civil/Transportation Engineering or in relevant field preferred. Training or Certified Diploma on OFC and ITS related field will also be preferred.
b) Have at least 6 (Six) years of experience with OFC system and ITS design and implementation project related to traffic, road safety and highway operations.
c) Must have experience in completion of at least one ITS design project. Also have experience in completion of at least one ITS implementation project. Familiarity with ITS system architecture and the state of the art in ITS and the market.
d) Experience in Donor funded Highway projects will be preferred.
e) International experience with OFC system and ITS design and implementation project related to traffic, road safety and highway operations will be required (experience outside the country of nationality of the expert will be considered as international experience).
The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers, Fourth Edition November 2020” setting forth the World Bank's policy on conflict of interest.
