INFORMATION FOR APPLICANT
|
| Brief Description of Assignment |
: |
1. Guide the overall M&E strategy and implementation of related activities within the project and vis a vis partners;
2. Collection and collation of data on IT/ITES tenant in STPs, the share of satisfied users of startup and scaleup services, number of trainees received demand-driven training in IT/ITES sector ( and of which women), the number of SMEs that are investment ready, and the number of companies using green and resilient services;
3. Conducting surveys of operations/tenants and surveys of beneficiaries following standard methodologies and capitalization of all the outcomes; and Prepare PDO indicators for monitoring and evaluation plan and, develop results framework for the project including monitoring of activities; and Collection and collation of all project related data, planning, drafting and preparation of yearly progress report, PCR and project related other reports; and Provide timely and relevant information to project managers and project stakeholders. This requires close coordination and communication with project director, steering committee representatives, representatives from primary stakeholder groups, external consultants and field staff when appropriate, etc.;
4. Design the M&E mechanisms, develop the data collection templates and processes, liaise with relevant parties for data collection;
5. Identify the requirements for collecting baseline data and arrange the conduct of a baseline survey, as required;
6. Monitor overall progress on achievement of results, based on the indicators; and Visit the project site(s) regularly and collect information to prepare reports; and Receive regular monitoring reports and compile data for reporting;
7. Highlight M&E issues for the project team, and follow up for action; and Provide inputs, information and statistics for quarterly, annual and other reports to the BHTPA and World Bank; and Prepare detailed M&E budget and prepare calendar of M&E activities;
8. Design and implement a system to identify, analyze, document and disseminate lessons learned;
9. Provide services, within respective field of responsibility and competence, on ad-hoc basis if needed and requested by the project implementation unit; and Other monitoring and evaluation related activities

| Experience, Resources and Delivery Capacity Required |
: |
A. Academic: A Minimum Master’s Degree in any discipline.
B. Experience:
• Minimum 10 (ten) years’ experience in relevant field of assignment with comprehensive intellectual and professional knowledge and skill;
• Must have minimum five (5) years of relevant experience as Project Management Specialist/Monitoring and Evaluation Specialist in donor’s funded Govt. project;
• Deep knowledge in M&E methods and approaches (including quantitative, qualitative and participatory); planning, design and implementation of M&E systems, facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, data and information analysis, etc. is especially required.
• Fluency in written and spoken both English and Bangla.
• Excellent ICT & computer skills especially in Excels and Excess, SPS or project management software (related certificate required);
• Strong administrative and analytic skill. Proved track are required;
• Ability in establishing and maintaining good working relationships to facilitate work goals;
• Demonstrated results-oriented approach to work.
